Mr. Olivos commented on the roof of the pump station. He noted that it would be ideal if they <br />would return the gables in so that bottom fascia would be flat, since it is hard to work the <br />materials on the tight angle that is noted on the underside of the roof. Also, he asked if there is <br />any proposed lighting for the facility. Mr. Fallon explained that there will be exterior lights on <br />the pump station building that will shine out to the parking area. There will be a pole light near <br />the manned entrance to the dome tank and a light near the main fence gates. He noted that if the <br />city would like more lights that is something that can be added. Mr. Olivos wanted to verify that <br />the lights would not be shinning onto the neighbor's property. <br />Mr. Matthews commented on the downspouts in which they terminate into splash blocks and was <br />wondering how that complies with the city's code for storm water management. Mr. DiFranco <br />answered that code does require downspouts to be tied underground and that is to protect <br />adjacent property owners unless, otherwise approved by the city engineer. In this case all of the <br />roof drainage is captured and diverted to the detention pond so it is being controlled and <br />acceptable. <br />Mr. Moyse stated that he has a lot of concern regarding the project since his property is <br />surrounded by two sides of the proposed project. He noted that he expressed his concerns to the <br />Army Corps of Engineers and they were supposed to set up a hearing according to a paper he <br />received but never did. <br />Mr. Moyse asked what is the total cost of the project. Mr. Fallon answered approximately 6.95 <br />million dollars. Mr. Moyse asked if any money has been allocated for a negative impact study <br />on the devaluing neighboring properties and the quality of life study for surrounding properties. <br />Mr. Fallon responded that to date not that specific however they have reviewed all zoning <br />requirements for the area. Mr. Moyse stated that this is something that really needs to be done <br />for the residents that are going to be right next to it. <br />Mr. O'Malley stated that all the comments should be directed to the Chairman and to the <br />members of the Commission and Mr. Fallon should not be responding directly to Mr. Moyse's <br />questions. <br />Mr. Moyse continued and asked if an impact study is going to be done and how it is going to <br />affect the residential properties in the area since his property is adjoining to the project. He also <br />has concerns for mosquitos and odor. He noted that there will be charcoal filters to eliminate the <br />odors however he questioned the strong odors at the wastewater treatment center. He <br />referenced a comment made regarding the camouflage of the building but believes it will still <br />affect the neighbors. Lastly, he expressed his concerns for an impact study and what it will do <br />the neighboring properties. <br />Mr. Matthews asked if there is any information on the potential noise pollution impact to the <br />surrounding neighbors due to the diesel generator and the schedule in which it will run. Mr. <br />Fallon explained that the generator will be inside an enclosure which will have sound attenuation <br />properties as well as a muffler. As far as a specific decibel level that it will operate at he will <br />have to look into, however the generator will meet or exceed industry standards in the aspect <br />between the muffler and the enclosure around the generator. <br />3 <br />
