Director Upton explained there was a minimum for a traffic pattern analysis and the variance did <br />not meet the minimum threshold for the study. He added his research of minutes from City <br />Council Meetings from November 1, 2016; the Public Hearing of October 11, 2016; and the <br />Planning and Design Commission with respect to rezoning of PPN's; and concluded there was <br />no evidence a curb cut on Root Road was ever denied, nor was it part of any development plan. <br />Mr. Copley added that when the overflow is operating at full capacity there were significantly <br />more vehicles being driven back and forth. He explained the service center was a significant part <br />of the business. Mr. Bruehler stated he wanted to know exactly how many cars each day were <br />being brought from one lot to the other and continued his opposition. Mr. Copley added there <br />would be no added traffic to Root Road, staff was simply crossing Root Road. Ms. Patton asked <br />Director Upton to clarify the gate. He asked the board members to look at page 2, and it showed <br />the swing gate with a sign that said Do Not Enter; therefor this would only be used for Ganley <br />staff. <br />Mr. Rahm moved; seconded by Mr. Kovach; to approve 23-23804; 25730 Lorain Road; KG Real <br />Estate Investments Westside llc. <br />Board members entered into discussion; Mr. Rahm stated he was in favor and all other board <br />members agreed that the access road would be beneficial. <br />Motion Passed: 5-0 <br />COMMUNICATIONS <br />Director Upton thanked the board members for their service and proceeded to ask if May 17th or <br />May 25`h would work for all members for a special meeting.
