CITY OF NORTH OLMSTED CIVIL SERVICE COMMISSION MEETING CITY COUNCIL CAUCUS ROOM MINUTES - SEPTEMBER 18, 2023 7:00 P.M. I. ROLL CALL: Chair called the meeting to order at 7:08 p.m. PRESENT: A. Flannery, J. Cotofan, T. Fratini ALSO PRESENT: Public Safety Director J. Scofield, Human Resources Director L. Kidd, Assistant Law Director B. O'Malley, and HR Administrative Secretary D. Eccleston II. DISPOSITION OF MINUTES: Motion by Commissioner Flannery, seconded by Commissioner Fratini to approve the minutes of August 21, 2023. Motion passed unanimously. III. COMMUNICATIONS: There were 4 items of correspondence received and no items of correspondence sent out by the Civil Service Commission. IV. OLD BUSINESS: Police Officer Lateral Transfer Eligible List General discussion commenced regarding the Police Officer Lateral Transfer Eligible List. Original rank #2, James Larkin has been hired on June 19, 2023; original rank #8, Kyle Storm and original rank #11, Jonathan Jereb, are in the hiring process. There are thirteen (13) remaining candidates on the list and were passed over due to either a failed polygraph, no show for a polygraph, voluntary removal, no response, failed background checks or disqualified after interview. Safety Director Scofield is requesting to revoke this list. Motion by Commissioner Flannery, seconded by Commissioner Cotofan to revoke the Police Officer Lateral Transfer Eligible List pursuant to Rule VII, Eligible List, Section 5, Duration of Eligible List. Motion passed unanimously. V. NEW BUSINESS: Amendment to Rule II, Applicant Qualifications, Section 8, Police & Fire Department Agility Test Required Discussion followed regarding Rule II, Applicant Qualifications. Director Scofield indicated that the Fire Chief is asking the Commission to remove the time limit for the agility test and keep it
