PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MEETING MINUTES OF AUGUST 23, 2023 <br />ROLL CALL <br />Ms. Hemann called the meeting to order at 7:00 p.m. <br />Present: Mary Ellen Hemann, Humberto Olivos, Tom Patton, Jose Leon, Cary Peeples <br />Staff. Economic & Community Development Director Max Upton, Assistant Law Director <br />Bryan O'Malley, City Engineer Jeff Filarski. Administrative Assistant Lyn Wilson. <br />Prior to the agenda items, Ms. Hemann offered to let Mr. Upton speak to the commission. He <br />introduced Mr. Cary Peeples as a new member of the board. Mr. Upton also expressed the need <br />to nominate and appoint a Chairperson and Vice Chairperson. <br />Mr. Olivos nominated Ms. Hemann to be the board Chairperson. Mr. Patton seconded the <br />nomination. Passed: 5-0 <br />Ms. Hemann nominated Mr. Olivos to be the board Vice Chairperson. Mr. Leon seconded the <br />nomination. Passed: 5-0 <br />REVIEW AND CORRECTION OF MINUTES <br />Planning & Design Commission minutes of February 8, 2023. April 12 and 26. 2023 were <br />approved as submitted. Motion made to approve minutes as submitted made by Ms. Hemann <br />seconded by Mr. Olivos; all were in favor. <br />NEW BUSINESS <br />23-24999; 29420 Lorain Road; Patrick Moran <br />Representative: Patrick Moran; 29420 Lorain Road <br />Mr. Moran explained to the board he wanted to use the upstairs of the home as living space for <br />him and his daughter and to use the first floor as his business. <br />Mr. Upton explained to the board that Mr. Moran was beginning to work on the property and <br />was invited to apply for a conditional use permit. He went on to further explain that dwelling <br />units and buildings with non-residential uses at the street level are a conditional use in a B-2 <br />zoning district. He also stated that the property was a single family home on Lorain Road. He <br />mirrored Mr. Moran's explanation that he wished to run his business out of the first floor of this <br />house and to reside with his daughter on the second story. Mr. Upton referenced code section <br />1 l 18.06 as general standards of approval in which he recommended approval based on the <br />proposed use is physically and operationally compatible with the surrounding neighborhood. Mr. <br />Upton continued listing the rest of the general standards and offered that Mr. Moran's proposal <br />
