It was highlighted that the business found this <br />small carve -out suitable for its needs. <br />Mr. Olivos posed a question surrounded by the sale of the property to Weber automotive. <br />Director Upton replied that the City Council had granted an extension of the review- period for <br />the rezoning due to multiple committee meetings reviewing the legislation authorizing the land <br />sale. The legislation received a unanimous vote at the last meeting. allowing the rezoning process <br />to move forward. Regarding the purchase and sale agreement, collaboration with the Law <br />Director's Office ensured expertise in the transaction, with safeguards in place. If the zoning was <br />favorable recommended and adopted by City Council. development plans from Weber <br />Automotive. including a multi -million -dollar facility and new employee hires. were expected. <br />Mr. Olivos asked if the board would be seeing anything additional once the rezoning is complete. <br />Director Upton stated they would see a lot consolidation along with a development plan in the <br />future. Mr. David asked if the school lot was zoned for residential use. and expressed concern <br />that the parcel would somehow impair the use of the greater parcel. Director Upton replied that <br />the school lot was zoned residential which allowed for a school or institutional facility as a <br />permitted use. He added that the northern part of the parcel was desiunated for storm water <br />retention facilities to meet impervious surface requirements. The specific size of the 0.6629 -acre <br />lot was designed to comply with the codes related to storm water retention and impervious <br />surface. He stated the storm water retention facility, alone with a buffer. was positioned to ensure <br />It would not hinder the orderly development of the remaining parcel into various types of sin -Ile - <br />family. for -sale housing. <br />Ms. Hemann mored to favorably recommend approval of Ordinance number 20"-95: seconded <br />by Mr. Olivos. <br />Motion passed: 5-0 <br />23-24769 Enclave Apartment ToN nhomes, Grace Rd, south of Brookpark <br />Proposal consists of new construction of 68 townlhome units in 10 buildings at the site. <br />Director Upton introduced the project by explaining that this project has been going through the <br />approval process for over a year. The development had led to changes in definition of apartments <br />approved by City Council. The multifamily code was originally established in 1991. restricting <br />permissible apartment types. Due to evolving rental market demands. the current project aligned <br />with modern architecture. Variances were granted by the Building and Zoning Board of Appeals <br />for an access drive and trigonometric setbacks. He emphasized the significance of the project and <br />encouraged questions from the Planning Commission members. He anticipated tabling the <br />decision to a later meeting, but highlighted the advisory role of the Planning Commission in <br />influencing the approval process. Director Lipton explained the Master Plan from 20 15 aimed at <br />Improving housing choices, aligning with the unique modern townhome style proposed. The <br />applicant's product targeted empty nesters and young professionals. filling'a market gap. The <br />Planning Commission's recommendation carried weight. influencing City Council's vote on the <br />site plan. He welcomed questions. feedback and an iterative process with the applicant in the <br />coming weeks. <br />
