Mr. Peeples asked the City Engineer about where the detention pond <br />would drain into. in which Mr. Filarski replied that there as a 48" or greater pipe under <br />Brookpark Road that will handle that. Mr. David observed the presence of the wetlands on the <br />property seeking education on how wetlands are handled. Mr. Davis explained the process they <br />followed. A wetlands consultant conducted a delineation. which was submitted to the Arm% <br />Corps of Engineers for a jurisdictional determination. To make the project viable. the% needed to <br />impact some of the xvetland area. primarily around the pond. The wetlands were identified as <br />isolated and the impact led to an obligation to purchase two and a half acres in the Nature <br />Conservancy for every acre impacted. The funds contributed would support the creation of high- <br />quality ,vetland in the Cuyahoga watershed. He emphasized the commitment to conservation <br />citing previous land purchases in Willoughby where low-quality wetlands were impacted for <br />development, but the city could acquire the remaining land for conservation. This approach <br />aimed to leave more than enough wetlands on the property to maintain microhabitat <br />functionality. Mr. David addressed traffic concerns. acknowledging potential congestion at the <br />Grace Road intersection on Brookpark. Mr. Filarski replied that while no studv v%as required he <br />mentioned the possibility of adjusting signal timing after construction. Mr. David asked about <br />conserving trees on the wooded lot and Mr. Davis replied. He explained the challenge of <br />preserving trees due to the root structure. He did express his willim-niess to include more trees in <br />the landscape plan. highlighting the importance of planting new ones for better root <br />development. Mr. David appreciated the idea of adding more trees to the plan. suggesting it <br />'Would enhance the neighborhood's value and atmosphere. Mr. Da%id raised concerns about the <br />potential noise issues due to the removal of trecs along the property bordering 480. Mr. Davis <br />shared his experience with a similar situation in Highland Heights. emphasizing the need for city <br />assistance to address noise mitigation. He stated lie vvOLild send a lotter to ODOT to request noise <br />barriers. and emphasized the assistance from the cit% in initiating this request and noted that the <br />process takes a lone time. <br />Resident Kristen Wilson. residing at 4961 Swnmerlawn. expressed concerns about increased <br />noise die to construction activities. She highlighted past disturbances from construction and the <br />impact of noise generated by the removal of trees. Ms. Wilson also discussed issues related to a <br />retention pond and false expectations among residents. As a mortgage underkriter she <br />acknowledged the need for housing but emphasized the diverse and tight -knit community in <br />North Olmsted. Ms. Wilson shared her experience of moving to the area for a sense of <br />community and peaceful living after facing challenges in a previous residence.
