Mr. and Mrs. McCaskey on Barton Road, asked about the lighting and the distance of the first
house from their property. Ms. Smith clarified that the lights would be small, amber-colored. 12
feet tall and placed 66 feet along the drive with baffles to prevent light spillage. She also
explained that the first house's position would match the facades of the other houses. Mrs.
McCaskey inquired about the buffer zone between their properties and the new houses. Ms.
Smith assured that most trees would be preserved, especially the healthy ones, and that the buffer
zone would remain largely unchanged, providing a natural barrier between properties.
Mr. Filarski discussed concerns about the basins' proximity to the homes, highlighting the need
for a gradual slope to prevent water from reaching the foundations. He suggested potential
alterations to the plan, such as expanding the basin area between lots eight and nine to
compensate for reducing it behind lots seven and eight. Additional concerns were raised about
frost protection for the foundations due to potential freezing and thawing, emphasizing the
importance of adequate coverage. There were potential solutions that were suggested like
reconfiguring the pond, introduction retaining walls, or adjusting the footers to ensure proper
protection. Ms. Smith acknowledged the suggestions and expressed willingness to work with the
city to address these concerns, considering them reasonable. Mr. Filarski confirmed that the
issues raised would be addressed ad agreed upon with the city's engineering department before
approval. The footer concern would be a condition of approval., to be satisfied and reviewed
administratively before the applicant appears before City Council. Ms. Smith provided spacing
details for the trees, with shade trees placed approximately 40 feet apart and evergreen trees
spaced about 12 feet apart. The concern about proper spacing to avoid tree overcrowding and
potential health issues was acknowledged, and Ms. Smith agreed to consider this when planting.
Mr. David moved to recommend approval to City Council Part One of case 23689-PO10-1
Woodland Grove, 5606 Barton Road the proposed of the new housing project with the following
conditions: seconded by Mr. Leon.
1.
