The <br /> staff recommended tabling the conditional use part until Phase III. Mr. O'Malley emphasized the <br /> need for cooperation between the city of North Olmsted and the school district, highlighting that <br /> both are equal subdivisions. He suggested being more accommodating to the school district in <br /> their mission within the city's rules and regulations. <br /> Mr. Abbas presented an overview of the school site plan. highlighting the entrances and layout. <br /> He discussed setbacks, circulation patterns for car and bus traffic, and the school's design <br /> inspiration. The presentation included details on materials, landscaping, and site furnishings. <br /> with a focus on integrating elements from nearby city buildings. <br /> Ms. Kathy Urmetz on Coe raised concerns about the school's fence, its proximity to property <br /> lines, and potential tree removal. She also questioned the need for multiple fences around the <br /> building and access to the walking path. The response was that it was intended to construct six- <br /> foot board on board fence where there weren't any to segregate the property lines. The walking <br /> path would have to be accessed by Palm or Lorain Road, and no trees will be taken down on <br /> private property. Mr. Neil Schultz on Birch Circle expressed concerns about the aesthetics of the <br /> proposed fencing suggesting a more uniform and visually appealing design. He also raised <br /> questions about tree branches overhanging property lines and potential conflicts with the new <br /> fences. Additionally, Mr. Schultz highlighted ongoing issues with storm and sanitary sewer lines. <br /> emphasizing the area's flood-prone nature and the need for proper water management. Ms. Carol <br /> Koziol on Birch Circle expressed concern about the setbacks of property lines to the drives for <br /> school drop off Ms. Sharon Buza on Coe Avenue asked about the fencing, detention basin. <br /> location of playgrounds and access to the property. <br /> Mr. Olivos expressed concerns about the building materials. particularly the use of split block <br /> throughout the exterior. He highlighted potential aesthetic and practical issues, including the <br /> material's susceptibility to wear and tear, lack of transition between materials, and discomfort <br /> when touched or rubbed against. He suggested reconsidering the use of split block. especially in <br /> areas where children and the public frequent. to create a more inviting and durable environment. <br /> Mr. David moved to recommend approval to council of Phase II of case 26012-PO10-1, the PK-5 <br /> school on Lorain Road; seconded by Mr. Leon. <br /> The board discussed and felt it best to table this phase of the new school; requesting updated <br /> drawings to show the split block removed from high traffic areas and entrances. <br /> Mr. David moved to table Phase II of the PK-5 School until the next meeting: seconded by Mr. <br /> Olivos. <br /> Motion Passed: 6-0 <br /> Mr. David moved to table the conditional use permit of case 26012-PO10-1 PK-5 school on <br />
