CITY OF NORTH OLMSTED <br />SPECIAL CIVIL SERVICE COMMISSION MEETING <br />CITY COUNCIL CAUCUS ROOM <br />MINUTES — MARCH 25, 2024 <br />7:00 P.M. <br />L ROLL CALL: Chair called the meeting to order at 7:09 p.m. <br />PRESENT: A. Flannery, J. Cotofan, T. Fratini <br />ALSO PRESENT: Public Safety Director J. Scofield, Human Resources Director L. Kidd. <br />Assistant Law Director B. O'Malley, and HR Administrative Secretary D. <br />Eccleston <br />II. DISPOSITION OF MINUTES: <br />Motion by Commissioner Flannery, seconded by Commissioner Cotofan to approve the minutes of <br />February 26, 2024. <br />Motion passed unanimously. <br />III. COMMUNICATIONS: <br />There were 4 items of correspondence received and 7 items of correspondence sent out by the Civil <br />Service Commission. <br />IV. OLD BUSINESS: <br />Certify Police Officer Lateral Transfer Eligible List <br />General discussion commenced regarding the Police Officer Lateral Transfer Eligible List. There <br />were several tied scores for the candidates, therefore, pursuant to Rule IV, Scoring — Protest — <br />Ranking, Section 2, Tie Score, a. Veteran over non -veteran and b. Priority in time of filing the <br />application with the testing agency appointed by the Commission was utilized. There was a 3 way <br />tie for a total score of 50: original rank 43, veteran with a 1/30/2024 application date; original rank <br />44, veteran with a 2/1/24 application date; original rank 95 had a Human Resources date stamp for <br />the application of 2/5/2024. There was a 5 way tie for a total score of 35: original rank 98, veteran <br />with a 1/30/2024 application date; original rank 49, veteran with a 2/1/2024 application date; <br />original rank #10 had a 1/5/2024 application date; original rank 911 had a 1/26/2024 application <br />date; original rank # 12 had a 2/1/2024 application date. There was a 2 way tie for a total score of <br />10: original rank #15 with a 11/29/2023 application date; original rank 416 with a 2/1/2024 <br />application date. There was a 2 way tie with a total score of 5: original rank #17 had 5 months of <br />veteran service and had a 2/2/2024 application date; original rank #18 had a 1/3 1/2024 application <br />date. <br />"there were two (2) applicants that were disqualified due to the fact that they are not current police <br />officers pursuant to Rule I1, Application Qualifications, Section lb. Also presented to the <br />Commission was the breakdown of the sources that each applicant provided. <br />Motion by Commissioner Flannery, seconded by Commissioner Fratini to approve and certify the <br />Police Officer Lateral Transfer Eligible List. <br />Motion passed unanimously. <br />
