Certify Police Officer Entry -Level Eligible List <br />There were forty-one (4 1 ) candidates that took the NTN On -Line Test. Thirty -One (3 1 ) candidates <br />passed the NTN On -Line Test. Six (6) candidates failed the NTN On -Line Test. One (1) candidate <br />had expired scores. Three (3) candidates were incomplete. Pursuant to Rule VIII. Appointment <br />From an Eligible List, Section la i (b). original rank #31 is below the threshold of 80%. <br />Motion by Commissioner Cotofan, seconded by Commissioner Flannery to accept the results and <br />certify original ranks number one (1) through thirty (30). <br />Motion passed unanimously. <br />Discussion followed regarding how many vacancies the appointing authority is trying to fill. At this <br />time there is a compliment of forty-five (45) in the Police Department and 'would like to get to <br />forty-eight (48); however, there are ARPA (American Rescue Plan Act) funds available that can be <br />utilized to make a compliment of forty-nine (49). There will be a retirement in April. therefore, <br />there will be a need of four (4) new hires. <br />Motion by Commissioner Flannery, seconded by Commissioner Fratini for the potential four (4) <br />new hires, hire two (2) candidates from the Entry -Level Eligible List and two (?) candidates from <br />the Lateral Transfer Eligible List and furthermore, if any other new hires are foreseen, rotate equally <br />between both lists. <br />Motion passed unanimously. <br />Promotional Testing Process <br />General discussion commenced regarding adding a third component to the promotional testings <br />process. The current rules provide that and for the Chief s promotional testing a professional <br />testing company conducted the interview process. The Commission outlined the compliment of the <br />interview panel; however, managing the process was completed by the outside professional. This <br />extra component can be one (1) member from the Civil Service Commission, one (1) member from <br />the Administration, and an independent professional. An amendment to the rules can be drafted and <br />must be set before any promotional testing process starts. The amendment can be a little less of a <br />process than the Chief s process. The panel should be completely objective without knowing any of <br />the results from the testing companies. The Commission can decide the weights of all of the <br />components. This extra component could be just for the Lieutenants and Captains. There are some <br />reservations concerning a Commission member being on the panel. The Civil Service Commission <br />is the guardian of fair play. <br />V. NEW BUSINESS: <br />V1. ADJOURNMENT: <br />Motion by Commissioner Flannery. seconded by Commissioner Fratini that the meeting be <br />adjourned. Motion passed unanimously.
