BUILDING & ZONING BOARD OF APPEALS <br />CITY OF NORTH OLMSTED <br />MEETING MINUTES FOR NOVEMBER 6, 2023 <br />ROLL CALL <br />Mr. Papotto called the meeting to order at 7:00 p.m. in Council Chambers. <br />Present: Bob Papotto, Ralph Mackey, Michael Kovach. Suzie Patton <br />Absent: Mr. Rahm <br />Staff: Director Max Upton, Building Coordinator Katie Seeley, Law- Director Michael Gareau. <br />Administrative Assistant Lyn Wilson <br />COMMUNICATIONS <br />Mr. Upton announced a public open house visioning session for the City of North Olmsted's <br />Comprehensive Plan. held on November 16 from 6:30 to 8:30 p.m. The session covered various <br />aspects including land use, housing, economic development, and infrastructure. It marked the <br />beginning of a year-long process and was held at the high school cafeteria. <br />MEETING MINUTES <br />The minutes of June 5t', 2023 were approved as amended. All in favor. none opposed. <br />RESIDENTIAL APPEALS AND REQUESTS <br />23-25500; Ivan Rodriguez; 23224 Clifford Drive <br />Representative: Ivan Rodriguez, Danielle Twig, Christina Rodriguez. Ken Mealey <br />Ms. Seeley reported on a request for a four -foot height variance for a fence extension. The <br />existing six-foot white vinyl fence, installed in 2017 with a permit, was proposed to be extended <br />to ten feet for increased privacy from a neighbor The extension would span approximately 25 <br />feet in the side yard. <br />Mr. Rodriguez requested a variance to raise five fence panels from six feet to ten feet for <br />increased privacy from a neighbor. He highlighted concerns about his granddaughter's safety and <br />privacy. Previous requests for an awning and higher panels were denied due to city codes. He <br />questioned inconsistencies in code enforcement, emphasizing his fence met all requirements <br />when installed in 2017. <br />Ms. Rodriguez and Ms. Twig were there in support of the variance request. Mr. Mealey was <br />there in opposition. <br />Questions were raised about the height of a neighbor's deck and its compliance with zoning <br />codes. Alternatives to the fence extension were discussed. including roll -down screens or a wall <br />for privacy. Mr. Rodriguez expressed preference for a wall but mentioned the neighbor's <br />objection. Concerns were raised about the extreme nature of a 10 -foot high fence or 4 -foot <br />extension for privacy. <br />
