BUILDING & ZONING BOARD OF APPEALS <br />CITY OF NORTH OLMSTED <br />MEETING MINUTES FOR DECEMBER 4, 2023 <br />ROLL CALL <br />Mr. Papotto called the meeting to order at 7:00 p.m. in Council Chambers. <br />Present: Bob Papotto, Ralph Mackey, Michael Kovach, Suzie Patton. Director Max Upton, Building Coordinator Katie Seeley, Law Director Michael Gareau. <br />Administrative Assistant Lyn Wilson <br />RESIDENTIAL APPEALS AND REQUESTS <br />23-25657; Harry Skafidas; 27060 Butternut Ridge Road <br />Representative: Harry Skafidas <br />The building department report outlined a proposal for a new shed, which included two variance <br />requests. The first variance was for a 376 -square -foot increase in size, exceeding the codes' <br />allowance of 150 square feet. The second variance was for a one -foot increase in height, <br />surpassing the codes' limit of 12 feet. The proposed shed measured 22x24 feet with a height of <br />13 feet, situated on a lot of 19,197 square feet. <br />Mr. Rabin motioned to approve 23-25657; Harry Skafidas; 27060 Butternut Ridge Road; <br />seconded by Mr. Kovach. <br />There was some discussion surrounding the substantial size of the variance and the need for a <br />shed that large. <br />Motion passed: 3-2 <br />23-25859; Sam and Ann Marie Wernick; 23347 Mastick Road <br />Representatives: Sam and Ann Marie Wernick, Architect Antonia Marinucci, Mary Ellen <br />Hemann <br />The building departments report summarized a project aiming to convert a detached garage into <br />an in-law cottage, involving three variance requests. The first variance sought permission for a <br />second dwelling on a parcel zoned for one family residence, which was not permitted by the <br />code. The second variance was for a carport, also not allowed by the code. The third variance <br />pertained to having a dwelling on a parcel without a garage, again not permitted by the code. <br />The applicant requested to convert a concrete garage on their large property into an in-law <br />cottage, primarily for accommodating out-of-state family. They aimed to rebuild the roof to <br />create a habitable second floor. add rear entryways facing the park, and incorporate a semi - <br />wraparound porch serving as a carport for weather protection during visits. <br />
