Motion passed: 6-0 <br />Mr. David motioned to recommend approval to City Council Ord. 2024-53, seconded by Mr. <br />Peeples. <br />Motion passed: 6-0 <br />ORD. NO. 2024-64 <br />An ordinance approving and adopting the 2024 North Olmsted Parks Improvement Plan <br />The park currently featured several baseball fields, a volleyball court. a playground. basketball <br />courts, a senior center, a cabin, a veteran's memorial, walking paths, a fitness trail, and parking <br />areas. Proposed improvements would be completed in two phases. Phase 1 included three new <br />baseball fields, a concession stand, additional trails, parking, stormwater facilities, and upgrades <br />to basketball courts. Phase 2 involved adding parking, tennis/pickle ball courts, a band shell. <br />splash pad, accessible playground equipment, multipurpose fields, a new lighted baseball field, <br />and enhancing the veteran's memorial area and encompassing the Lorain Road Corridor Plan. <br />Public Comment: <br />Connie English on East Park Drive, Janice Denham on East Park Drive, Mike Babinick on North <br />Park Drive <br />Concerns were raised about the loss of green space for parking, estimating nearly an acre of <br />space lost to asphalt, which might be underutilized. Alternatives like shuttle services were <br />suggested. There were fears about budget cuts affecting features like arborvitaes and noise <br />barriers. Concerns about unnecessary additions, such as a new band shell replacing the existing <br />gazebo, were also mentioned. Additionally, potential flooding issues and the removal of mature <br />trees, which proved essential shade, were highlighted. There was a call for the park to be used in <br />a more appealing and respectful manner. Other concerns were raised that the new plan would <br />transform it into a sports park, making it less relaxing. The addition of pickle ball courts and <br />excessive parking were criticized. Surveying for new water, sewage and draining lines at the <br />park were observed, raising worries about potential basement flooding from sewage. <br />Concerns were expressed about the noise from the proposed pickle ball court, suggesting it be <br />moved to the center of the park with additional mounding for noise reduction. Questions <br />included the continuity of the footpath, light spillage from parking lots, and the number of <br />lighted fields. There were worries about tree removal for new parking and trailheads. sewage <br />issues. and the maintenance of wooded areas. There was also concerns raised about safety <br />crossings from the residential side to the park. One to one tree replacement was asked to be <br />considered, and was determined to be an attainable goal. Questions were asked about the location <br />and screening of pickle ball courts, details about landscaping and safety for pedestrians. <br />Mr. David motioned to recommend approval to City Council ORD. NO. 2024-64 <br />
