the pond's purpose as a temporary sediment basin, which will eventually become a dry
basin as the project progresses.
During the meeting, the discussion focused on the erosion of muddy soil during construction
and its restoration after seeding. The conversation touched on the 2013 code requiring
developers to manage water on their land, and it was confirmed that mitigation for
mosquitoes would be required if a pond remained wet. The site in question had been
cleared, and the existing pond was intended to be converted into a dry retention basin.
There was also a detailed discussion about the final plan approval process, landscaping
requirements, and concerns about screening, mosquito control, and potential future
developments on the site. The developer expressed willingness to address these concerns,
including working on a screening plan, controlling mosquitoes, and considering future
fencing needs based on the tenant's requirements.
Mr. David motioned to recommend approval to City Council of 85-2024 Dale Schmidt
Industrial Park and ask for a second.
