U -V for the purpose of adding definitions for uses associated with retail sales by vape shops;
seconded by Mr. Peeples.
Motion Passed: 6-0
Mr. David asked that city council look at that percentage not putting it as a condition but ask
for a proper review.
ORD. 2024-62
An Ordinance creating and adopting new Chapter 1157 of the North Olmsted Zoning Code
entitled "Planned Development" to establish a new zoning district and to regulate
development plans for the construction of new residential housing.
The discussion covered the concept of Euclidean zoning, which traditionally uses two
models: hierarchical (stacking permissible uses from most restrictive to least restrictive) and
flat (allowing specific uses in separate zones). The speaker highlighted issues with Euclidean
zoning, such as contributing to urban sprawl, increased car dependency, and environmental
impacts.
They proposed adopting form -based codes, which prioritize the relationship between
buildings and their surroundings over strict zoning regulations. This approach supports more
integrated, pedestrian -friendly, and sustainable development.
The discussion then shifted to a proposed legislation aimed at encouraging innovative
residential development. The legislation was intended to offer flexibility in land use while
maintaining control over planning and design, addressing concerns about sprawl and the
need for creative solutions in a city that is largely built out. The legislation was based on
models from other cities but tailored to the local context.
The speaker addressed concerns about the potential for abuse of this flexibility,
emphasizing the multiple approval stages involved in the process and the importance of
maintaining rigorous standards. The conversation also covered the need for a balanced
approach that encourages development while protecting existing community character.
Mr. David motioned to recommend approval to City Council of Ordinance 2024-62 and
Ordinance Creating and Adopting New Chapter 1157 of the North Olmstead Zoning Code
entitled Plan Development to Establish a New Zoning District and to Regulate Development
Plans for the Construction of New Residential Housing; with the condition the 30 days to
begin on the date that it first hits the agenda; seconded by Mr. Olivos
Motion Passed: 6-0
COMMUNICATIONS
The approved Plan Amendment for Halleen Kia will be a part of correspondence prior to the
next scheduled meeting.
ADJOURNMENT
