CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION MEETING <br />CITY COUNCIL CAUCUS ROOM <br />MINUTES - FEBRUARY 24, 2025 <br />7:00 P.M. <br />I. ROLL CALL: Chair called the meeting to order at 7:01 p.m. <br />PRESENT: A. Flannery, J. Cotofan, T. Fratini <br />ALSO PRESENT: Public Safety Director J. Scofield, Human Resources Director L. Kidd, <br />Assistant Law Director B. O'Malley, and HR Administrative Secretary J. <br />Davenport <br />II. DISPOSITION OF MINUTES: <br />Motion by Commissioner Flannery, seconded by Commissioner Cotofan to approve the minutes of <br />January 27, 2025 <br />Motion passed unanimously. <br />III. COMMUNICATIONS: <br />There were 8 items of correspondence received and 6 items of correspondence sent out by the Civil <br />Service Commission. <br />IV. OLD BUSINESS: <br />There were twenty-two (22) police officers invited to participate in the exam for Sergeant, at a <br />previous Civil Service Meeting the passing score was set at 75% or better for written and the top six <br />(6) candidates would move on to individual assessment. Nineteen (19) candidates accepted, three <br />(3) officers declined, ten officers participated in the written exam, nine (9) officers did not show and <br />three (3) officers passed, seven (7) failed. <br />Rank #1 Mark Petro final score of 81.14%, rank 92 Sarah Holmes final score of 80.07%, and rank <br />43 Hasim Welch- Bey final score of 79.20%. <br />Motion by Commissioner Flannery, seconded by Commissioner Cotofan to certify Police Sergeant <br />Promotional Ranking list. <br />Motion passed unanimously. <br />Motion by Commissioner Flannery, seconded by Commissioner Cotofan to certify Corrections <br />Officer Lateral List. <br />Motion passed unanimously. <br />The Commission was asked to remove 11 candidates from the list, after that we will have seventeen <br />(17) candidates on the list but it is set to expire on March 25, 2025 Original rank #9 and 419 are <br />voluntary removals, original rank #5 failed polygraph, original rank 46 received a not fit for hire <br />rating from PRADCO, original rank # 10 resigned from East Cleveland no response, original rank <br />#11 was convicted of an OVI and his license is still suspended, original rank #13 cancelled <br />interview and never rescheduled, original rank # 15 and #17 no response to voicemail or email, <br />
