j. 4
11.5% increase in rear yard lot coverage (from the permitted 20% to 31.5%) and a three-foot side
yard setback variance (from the required five feet to two feet).
The applicant explained the project was designed to provide shaded outdoor space for a 93-year-
old family member with health concerns, while also accommodating frequent large family
gatherings. The placement of the structure was chosen due to practical constraints, including an
existing pool and safety concerns related to visibility and access. The applicant noted the
presence of privacy fencing and stated that immediate neighbors supported the project, with one
providing a written letter of support.
The building department confirmed the rear yard coverage rule is a relatively recent change, and
that the proposed structure presented no drainage or maintenance issues. Staff and board
members praised the quality of the applicant's presentation. No objections were raised by board
members or staff.
A motion to approve the variances was made by Mr. Mackey and seconded by Ms. Galateanu.
The board unanimously approved the request, 5-0.
271-2025; Build the Pho; 4954 Great Northern Blvd. Unit 400
Representative: Tim Gates, Eric Weng
The board reviewed a variance request for case 271-2025 regarding signage for a commercial
unit at 4954 Great Northern Boulevard, Unit 400. The applicant requested a 23-square-foot
variance for a sign on the secondary fagade, exceeding the 8-square-foot limit allowed by code.
The proposed sign measured 31 square feet.
A representative of the mall landlord presented on behalf of the business, explaining that due to
the building's location, visibility from nearby roads was limited. The larger signage was
encouraged to improve legibility and attract customers. The building department and board
members acknowledged the unique layout of the mall, the deep setback from roads, and
historical precedent for similarly sized signs on that side of the property.
The business owner arrived later and briefly stated the goal was to improve visibility and
customer awareness. The board found the request reasonable given the circumstances and
potential hardship related to limited visibility.
A motion to approve the variance was made by Mr. Mackey and seconded by Ms. Galateanu.
The board unanimously approved the request, 5-0.
ADJOURNMENT
With no further business before the board, the meeting adjourned at 8:10 p.m.
4
