PLANNING &DESIGN COMMISSION <br /> CITY OF NORTH OLMSTED <br /> MEETING MINUTES OF JULY 9,2025 <br /> ROLL CALL <br /> Mr. David called the meeting to order at 7:00 p.m. <br /> Present: Tom David, Jose Leon,Brenton Mineo, Tony D'Alessandro <br /> Staff: Director Max Upton, City Engineer Jeff Filarski, Director of Law Bryan O'Malley <br /> Administrative Assistant Lyn Wilson <br /> MEETING MINUTES <br /> The meeting minutes of May 28,2025,were submitted for approval; all in favor none opposed. <br /> NEW BUSINESS <br /> 229-2025; 28963 Tudor Drive Triban Investments <br /> Staff presented a report on the proposed residential development by Triban Investments and <br /> Drees Homes. The project, selected in January 2024, includes 51 housing units consisting of <br /> detached single-family homes, attached patio homes, and attached townhomes on a private cul- <br /> de-sac. The site falls under a newly created form-based residential zoning code,which provides <br /> flexibility in uses and housing types. <br /> There will be two HOAs: a standard one for common area maintenance, and a second for the <br /> attached units that will provide additional services such as snow removal and lawn care. <br /> Staff and city officials, including the Fire Prevention Officer,reviewed the plan thoroughly. <br /> Specific attention was given to ensuring fire trucks could access the cul-de-sac. The city agreed <br /> to take on the sanitary sewer system, and in exchange,the developer will plow a short public <br /> section of Lancaster Lane to facilitate city plow routes. <br /> Traffic impact was also addressed. The development is projected to produce fewer trips than a <br /> school—approximately 418 daily trips or 17 cars per hour—posing minimal traffic impact. <br /> Concerns about potential cut-through traffic were tested,with results showing no time advantage <br /> to doing so. <br /> Staff confirmed that all preliminary plan questions had been addressed. <br /> Engineering staff reported that the applicant had submitted multiple plan revisions in response to <br /> comments and was meeting subdivision and infrastructure standards. Stormwater will be <br /> managed by a retention pond in the northwest corner,with controlled discharge to Stearns Road <br /> and Hampton. <br /> The Stearns Road access will be limited to right-in/right-out,with a raised island installed for <br /> 1 <br />
