CITY OF NORTH OLMSTED <br /> CIVIL SERVICE COMMISSION MEETING <br /> CITY COUNCIL CAUCUS ROOM <br /> MINUTES -JULY 21, 2025 <br /> 7:00 P.M. <br /> ROLL CALL: Chair called the meeting to order at 7:10 p.m. <br /> PRESENT: A. Flannery, T. Fratini <br /> ALSO PRESENT: Human Resources Director L. Kidd, Assistant Law Director B. O'Malley, <br /> and HR Administrative Secretary J. Davenport <br /> IL DISPOSITION OF MINUTES: <br /> Motion by Commissioner Flannery, seconded by Commissioner Fratini to approve the minutes of <br /> June 16th, 2025. <br /> Motion passed unanimously. <br /> III. COMMUNICATIONS: <br /> There were 2 items of correspondence received and 2 items of correspondence sent out by the Civil <br /> Service Commission. <br /> The commission has received and sent emails regarding the Entry Level Police Eligible List. Civil <br /> Service also sent Public Safety Director Scofield the amended Corrections Officer Entry Level <br /> Eligible List. A Memo was received by The Public Safety Director Scofield seeking approval to fill <br /> Assistant Fire Chief and Dispatch Supervisor, and also to discuss Fire Chief position due to <br /> retirement. <br /> IV. OLD BUSINESS: <br /> V. NEW BUSINESS: <br /> Dispatch Supervisor—Establish Position and Classification <br /> Public Safety Director Scofield asked permission from the Commission to establish a full-time <br /> position. They will sit in the Division of Police, and report to the Captain or her designee. who is <br /> Chuck Fioritto, this will be Monday through Friday. This position is needed to bolster the <br /> management infrastructure as we expand. By the end of December we will have two additional <br /> communities—Bay Village and Berea. This person will have expertise in Fire and EMS <br /> dispatching. <br /> Assistant Law Director O'Malley explained-the Classified and Unclassified Charter Rules. He <br /> suggests that if the position doesn't fit in the Unclassified categories, then it is Classified. Assistant <br /> Law Director O'Malley also clarified Rule#9 regarding Competitive vs.Noncompetitive. <br /> Motion by Commissioner Flannery, seconded by Commissioner Fratini to make the job as Dispatch <br /> Supervisor Classified/Noncompetitive under Rule#9. <br />
