Motion passed unanimously. <br /> Fire Chief Discussion <br /> Discussion commenced regarding the replacement of the Fire Chief due to the retirement of Chief <br /> Ed Schepp. Public Safety Director Scofield explained the retirement dates and needs of the process <br /> to replace him. She asked for testing requirements, set classification and make it an open and <br /> competitive process. Commissioner Flannery stated that in the past the job had been open and <br /> competitive. The Commission was asked to follow the same process as we did in 2013. This would <br /> be initial screening interviews. individual assessments. and structured interview panels. The weights <br /> will be talked about after we get more information. <br /> Motion by Commissioner Flannery, seconded by Commissioner Fratini to make the job posting for <br /> the Fire Chief Classified, Open and Competitive, and Exempt. <br /> Motion passed unanimously. <br /> Commissioner Flannery requested more information on the weights of the initial screening <br /> interviews, individual assessments, and structured interview panels. <br /> Human Resources Director Kidd brought up that this is the first time we will be using the new <br /> testing company and there are two different panels with different pricing. Civil Secretary Davenport <br /> explained the two different panels. Commissioner Flannery requested to stay with the same process <br /> Motion by Commissioner Flannery-, seconded by Commissioner Fratini to stay with the same <br /> process with PRADCO and the Panel with Clancy for$3500.00 as quoted, with five (5) candidates. <br /> Motion passed unanimously. <br /> Commissioner Flannery has requested to have the testing company's availability, information for <br /> the weights, and a draft calendar for the meeting of August 18, 2025. <br /> Assistant Fire Chief— Establish Position and Classification <br /> Public Safety Director Scofield asked for consideration and approval for an Assistant Fire Chief <br /> position. She explains that we had this position previously and it was eliminated in 2009. This <br /> would be a full time non union position. They would be second in command; they would be Chief <br /> in lieu of Fire Chief not being available. This will be introduced to Council on August 5`h,this <br /> creates the position and identifies it in the organizational chart, putting it back into the salary <br /> ordinance. Commissioner Flannery states that this would be a modification of by laws. Assistant <br /> Law Director O'Malley explains the State Law to the Commission, letting them know that they <br /> ultimately can seek out what they are looking- for when hiring an Assistant Chief The Commission <br /> can set what rank can apply for the position how they feel necessary. Assistant Law Director <br /> O'Malley explains that the City Council,will establish the position and create a budget for it. The <br /> Commission needs to edit the Civil Service Rules for this position. He explains that they can look <br /> at Fire Chief position and lessen the extent of it for Assistant Fire chief, or they can say no, if it <br /> works for Fire Chief it works for Assistant. Look at the testing for each and compare. <br /> Commissioner Flannery recommends that if we amend the rules we should take in consideration <br /> that what's good for the Chief is good for the Assistant, as they will be acting as the Chief if the <br /> Chief is on vacation etc. Assistant Law Director O'Malley asks if we are going to address Classified <br /> and competitive for the Assistant Chief. He explains Article 6; Section 3; a. 5; the list of <br /> unclassified positions include superintendent, assistant superintendent, division heads, assistant <br /> division heads; except the Police Chief and Fire Chief, which seems to him that the Assistant Fire <br /> �. _ <br />
