Chief would be unclassified. The difference being the Classified position has more interest in the <br /> stake in their job,just cause component under the rules, and unclassified Civil Servants generally do <br /> not, and that could impact the candidates_He recommends looking into that since we have some <br /> time before We motion on_that. He explains that there isn't much wiggle room because of how the <br /> Charter states division head under unclassified, and the Fire Department is actually a Fire Division <br /> under the Department of Public Safety.Amy goes on to talk about the testing; in 2009 it was <br /> written, oral assessment, and an interview. Commissioner Flannery would like to stick along the <br /> same lines. O'Malley explains that it was not open completive'it was an internal prepromotion, <br /> Human Resource Director Kidd explains that the last time it was tested it was written, oral. <br /> assessment and it was internal, but talking to the Chief and Director Scofield their recommendation <br /> was a written exam,an oral.assessment, and a panel interview. We`would follow the job description <br /> in the notice to make the baseline for qualifications and guidelines. <br /> Guests:Peters.and Kirkpatrick from the Fire Department were invited to add any input they might <br /> have. Kirkpatrick suggested that as the union stands-, they would like both positions to be filled <br /> internally. One of the biggest reasons is that if we hire from the outside,they are going to take a <br /> year:or two to learn the budgeting, the little issues that need to be dealt with and so on. if you <br /> promote from within,the things will.be dealt with immediately. The only position in the past that <br /> was opencompetitive was the Chief, everything else has been,internal. He added that:it would be a <br /> disservice to the current employees not to promote them within..They currently have the captain <br /> acting.as.a Chief when the Chief isn't there so now we're.are saying theyaren't qualified,,and he <br /> doesn't agree with that.Peters added he would like to ask for-consideration of internal candidates. <br /> Corninissfoner Flannery asked for the Amendments and job description by the August meeting, and <br /> we could.get the dates,and weights for the Chief's exam and then we could move forward with the <br /> prorriotiorial-test: <br /> VI.
