The Commission was asked to discuss the weights of the panel interview and the assessment. They
were presented with a suggestion of 60%for the panel and 40% for the assessment. Commissioner
Cotofan suggested something higher like 65%35% or even 70%40%. Commissioner Flannery and
Commissioner Cotofan discussed the benefits of the higher panel, being that they would rather see
someone with experience "sell themselves"to the panel rather than pen to paper, they should
already know that. It was brought to the Commissions attention by Director Scofield that the test is
not a knowledge test but rather an assessment.
Motion by Commissioner Cotofan, seconded by Commissioner Flannery to accept the weights of
65%panel and 35% assessment.
Motion passed unanimously.
The Commission was asked to make a motion regarding the Selection Committee for the Panel
Interviews. It was suggested to the members that Director Lisa Kidd, Mike Byrne, and Chief
Schepp be on the committee. Commissioner Cotofan asked to clarify who Mike Byrne was,
Director Scofield explained he is the new Chief of Staff and a previous 3-term mayor of Parma
Heights and 30 plus year worker of the county. O'Malley suggested that Commissioner Cotofan be
considered. Commissioner Flannery explained that while she would like to see a person from the
commission on the selection committee, it may be a conflict of interest as they would have to
abstain from voting on such things as lists etc.
Motion by Commissioner Flannery, seconded by Commissioner Fratini to accept the selection
committee as suggested, Director Lisa Kidd, Mike Byrne, and Chief Schepp.
Motion passed unanimously.
The Commission was asked to make a motion regarding the panel interviews. It was suggested that
Public Safety Director Scofield, an assessor from Clancy, and a retired or active Chief of Fire be on
the panel. O'Malley strongly believes the Safety Director should have a seat on the panel.
Motion by Commissioner Flannery, seconded by Commissioner Fratini to accept the
recommendation for the panel as Public Safety Director, an assessor from Clancy, and an active or
retired Chief.
Motion passed unanimously.
Assistant Fire Chief Testing
Director Kidd asked the Commission to make a motion for the Assistant Fire Chief position to be
promotional.
Motion by Commissioner Flannery, seconded by Commissioner Cotofan to make the Assistant Fire
Chief position promotional.
Motion passed unanimously.
