PLANNING &DESIGN COMMISSION <br /> CITY OF NORTH OLMSTED <br /> MEETING MINUTES OF JANUARY 28,2026 <br /> ROLL CALL <br /> Mr. Leon called the meeting to order at 7:00 p.m. <br /> Present: Jose Leon, Tony D'Alessandro,Rosie Hamdan, Jen Kahn <br /> Absent: Tom David <br /> Staff: Director Max Upton,Assistant Director of Law Bryan O'Malley,Administrative Assistant, <br /> Lyn Wilson <br /> MEETING MINUTES <br /> The meeting minutes of October 22, and December 10,2025,were submitted for approval. All in <br /> favor,none opposed. <br /> NEW BUSINESS <br /> 366-2025; Frank Savarino; 4531 Columbia <br /> The Commission considered a proposal from the applicant for a lot consolidation at 4531 <br /> Columbia Road. Staff reported that the City Engineer and County had reviewed and <br /> approved the lot split, confirming it would create a conforming lot, and recommended <br /> approval. The applicant explained that both parcels were already owned by him and that <br /> combining them would create additional space and allow flexibility for possible future structures. <br /> A neighboring resident expressed concerns about potential survey discrepancies compared to <br /> GIS records, but staff explained that the survey had been prepared by a qualified surveyor <br /> and reviewed by both the City and County.After discussion,the matter proceeded for the <br /> Commission's consideration. <br /> Mr. Leon made a motion to approve 366-2025, Frank Savarino,4531 Columbia Road; seconded <br /> by Ms. Kalin. <br /> Motion passed: 4-0 <br /> ORD. 2026-6 Rezone Parcel 236-17-018 <br /> The Commission reviewed Ordinance 2026-6, a referral from City Council to rezone parcel <br /> 236-17-018,the former Lone Star Steakhouse site. Staff explained the property had been vacant <br /> for some time and that the proposed rezoning would allow a restaurant with a drive-through, <br /> which is not permitted under the current mixed-use zoning. The change would support <br /> redevelopment of the site and align with the comprehensive plan's goal of encouraging infill <br /> development on vacant or underutilized parcels. <br /> The applicant's representative stated that the property was planned to become a Culver's <br /> 1 <br />
