Commissioners asked questions about what other uses the new zoning classification <br /> could allow and discussed the possibility of conditioning the rezoning on approval of a final <br /> development plan in case the project did not proceed. Staff explained that development plan <br /> review could occur concurrently with the rezoning process.No residents spoke on the matter, <br /> and the Commission proceeded with questions and discussion. <br /> Mr. Leon made a motion to recommend approval to City Council with the condition of the <br /> approval of the final development plan; seconded by Mr. D'Alessandro. <br /> Motion passed: 4-0 <br /> PLAN-317-2025; Sheetz; 29000 Lorain Rd. <br /> The Commission reviewed Plan 317-2025 for a proposed Sheetz gas station at 29000 Lorain <br /> Road. Staff reported that the applicant had made several revisions since the previous meeting and <br /> had been cooperative in addressing the City's feedback. Updates included the removal of the <br /> drive-through ordering"canoe"in favor of mobile app ordering with a pickup window,which <br /> reduced pavement and allowed for more landscaping. The applicant also updated building <br /> elevations, signage concepts, and site features, including screening for the propane tank area with <br /> wing walls and fencing. The required illumination variances for the canopy lighting had already <br /> been approved by the BZA,and an updated photometric plan was submitted. <br /> Staff noted that the project had been reviewed for traffic circulation and lane striping changes, <br /> including adjustments to the left-turn lanes on Stearns Road to accommodate access to the site, <br /> and engineering staff found no adverse impacts. The applicant presented the updated plans and <br /> explained the branding changes, landscaping updates, and signage coordination with the existing <br /> Dunkin' Donuts on the property. A resident asked about site access from Stearns Road, and staff <br /> clarified that the development would use the existing curb cut with right-turn out only. <br /> Mr. Leon made a motion to recommend approval to City Council PLAN-317-2025, Sheetz, <br /> 29000 Lorain Road; seconded by Ms. Kalin. <br /> Motion passed: 4-0 <br /> Reduction of Roadway Width at Stearns and Lorain <br /> The Commission reviewed a mandatory referral regarding the reduction of roadway width at the <br /> intersection of Stearns Road and Lorain Road, specifically the elimination of the northernmost <br /> right-turn lane. Staff explained that any widening, narrowing,relocation, or change in use of a <br /> roadway must be referred to the Planning and Design Commission for a recommendation to City <br /> Council. <br /> City staff presented traffic data showing that the intersection had been designed in 2006 for <br /> significantly higher traffic volumes than currently exist,resulting in overbuilt infrastructure. <br /> Recent traffic counts indicated lower daily traffic than projected, supporting the proposal to <br /> remove the extra right-turn lane. The change would right-size the roadway, improve safety by <br /> reducing excessive lane width, and reclaim space for green infrastructure, which would also help <br /> 2 <br />
