PLANNING&DESIGN COMMISSION <br /> CITY OF NORTH OLMSTED <br /> MEETING MINUTES OF OCTOBER 22,2025 <br /> ROLL CALL <br /> Mr. David called the meeting to order at 7:01 p.m. <br /> Present: Tom David,Jose Leon, Brenton Mineo, Tony D'Alessandro, Ms. Kalin, Ms. Hamdan <br /> Staff: Director Max Upton, City Engineer Jeff Filarski,Assistant Director of Law Bryan <br /> O'Malley, Economic Development Coordinator Steve Holowicki <br /> MEETING MINUTES <br /> The meeting minutes of September 24th and October 8th, 2025,were submitted for approval; all <br /> in favor, none opposed. <br /> NEW BUSINESS <br /> ORD.2025-100: An ordinance providing the amendment of the zoning map of the City of <br /> North Olmsted by rezoning parcel number 236-10-015 from A-One Family Residence to <br /> Planned Development under code section 1157. <br /> The rezoning process was explained, including the role of staff review and legislation <br /> preparation. It was noted that prior preliminary plan approval did not imply zoning approval. The <br /> rezoning was evaluated using three criteria: consistency with the comprehensive plan, <br /> compatibility with surrounding uses and densities, and benefit to the community. <br /> The project was found to align with the comprehensive plan by supporting infill housing, using <br /> existing infrastructure, providing green space and housing variety, advancing form-based code <br /> goals, and preserving a nearby historic home. While the site was partially located within a <br /> historic district, only a limited portion of the development would be subject to historic review <br /> standards. <br /> Surrounding land uses were reviewed, and comparable nearby developments were identified as <br /> denser than the proposed project. Staff concluded the project was compatible with the area and <br /> appropriately buffered. It was noted that approval would not set a broad precedent due to limited <br /> eligible parcels under unified ownership. <br /> Economic impacts were discussed, including projected annual revenue that could fund <br /> stormwater improvements, sidewalk connectivity, and road resurfacing,with no anticipated need <br /> for roadway widening. Staff concluded the project met the rezoning criteria and recommended <br /> tabling the item to allow for additional coordination and site plan refinements before the next <br /> meeting. <br /> Infrastructure and engineering aspects of the project were reviewed.
