ROLL CALL: <br />Chairman Kazak called the meeting to order at 7:45 P.M. <br />Present: R. Burk, B. Galloway, and J. Kazak <br />Absent: B. Schulz <br />Also Present: Building Commissioner S. Spino, Councilman Wilamosky, and <br />Clerk of.Commissions B. Oring. <br />II. REVIEW AND CORRECTION OF MINUTES: <br />R. Burk moved to approve the minutes of November 20, 1986, seconded by <br />R. Galloway, and unanimously approved. <br />III. NEW BUSINESS: <br />1) Halleen Chevrolet Truck Lot, 27881 Lorain Road. <br />Request variance to install conforming satellite dish earth station <br />without installing required screening (entire rear area is fenced). <br />Violation of Ord. 83-154, Section 1367.07. <br />Chairman Kazak administered the oath to Mr. Dumbrowski, constractor <br />and neighbors, Mr. and Mrs. Mahoney, Mrs. Beck, Mr. and Mrs. Schmitz, <br />- and Mrs. Weitendorf. Mr. Kazak explained that in November the Board <br />disapproved a proposal to install this satellite dish on the roof of <br />the automobile dealership because of the lack of information on the <br />structure of the roof, and the contractor was advised to obtain this <br />structural information or find another location for the installation. <br />Mr. Dumbrowski advised that the only other location on that lot was <br />zoned residential and he was advised that he could not place a com- <br />mercial dish there. The engineering study on the roof was cost <br />prohibitive. He explained that this request is for the same dish <br />to .be placed on the truck 'dealership across the street on a conform- <br />ing location, however since the lot is entirely fenced in, he is <br />requesting relief from the screening requirement. He is also request- <br />ing clarification of the ordinance which requires a 6 foot "vision <br />imparing" fence. Building Commissioner Spino stated that the intent <br />of the ordinance is that any dish should have screening immediately <br />around it, not 50 or 60 feet away. Mr. Dumbrowski claims there are <br />other dishes in the city, both commercial and residential, which are <br />not screened. Neighbors stated that since the grade on the Halleen <br />property is much higher than theirs, a dish would be visible over the <br />fence and believe that the fence would be a safety factor. <br />Mr. Dumbrowski advised that there is no danger involved with a dish <br />and that if the dish is not screened he can put it on a lower pole, <br />and will paint it green or light brown so it would blend in. The <br />residents claim it would still be visible from Dorothy Drive and <br />would be seen by 13 residents of that street.
