CITY OF NORTH OLMSTED <br />- PLANNING COMMISSION <br />ATINUTES - FEBRUARY 23, 1988 <br />I. ROLL CALL: <br />Chairman Morgan called the meeting to order at 8:30 p.m. <br />Present: R. Bierman, B. Gorris, J. Thomas, E. Traczyk, and T. Morgan <br />Absent: M. Betts <br />Also Present: Assistant Law Director Dubelko, Building Commissioner <br />Conway, Consulting City Engineer Boyer, and Clerk of <br />Commissions B. Oring. <br />II. REVIEW AND CORRECTION OF MINUTES: <br />J. Thomas moved to approve the Planning Commission minutes of February 9, 1988, <br />seconded by E. Traczyk., and unanimously approved. <br />IIIo BUILDING DEPARTMENT REQUESTS: <br />1) Lauren Hi11 Plaza, 24106 Lorain Road <br />Proposal to construct shopping center. (Variance granted by the Board <br />of Zoning Appeals January 6, 1988). Continued from Planning Commission <br />February 9, 1988. <br />Mr. Zayac, representing the developers, presented a letter from the <br />architects, Bowen and Associates, explaining the revisions that have <br />been made to the ulans in order to alTeviate some of the concerns of <br />the Commission and advised that the Law_Department has upheld the opinion <br />of the Building Commissioner that the emergency drive can be placed on <br />the residentfially zoned section of the property. Pir. Zayac explained <br />that the building has been rotated.in order to increase the landscape <br />buffer to a minimum of 50 feet at the narrowest point and widens to <br />100 feet, and loading zone is now shown.on the westerly.end of the <br />building. Mr. Morgan read the Safety Department report, noting that <br />they had not seen the revised plans. The police stated, in part: drive- <br />way cuts onto Lorain Road should not be a problem in this area; rear of <br />building is.too close to residential property; closing off rear drive <br />will keep police from patrolling behind the building; and concluded - <br />that there are other areas where builder did not honor agreements after <br />construction was completed. Fire Denartment stated that turn radius <br />dimensions shown-on drawing will be sufficient for fire apnaratus, and <br />fire hydrants must be provided as per city ordinance.. Mr. Morgan read <br />a portion of the legal opinion regarding the fire access drive on the <br />residentially zoned segment of the property (see cop_y attached). Mr. <br />Zayac advised that the Building Commissioner has been given temnlates <br />in order for him to determine if turning radii were sufficient for <br />" trucks turning into.loading zones. Mr. Conway advised that parking <br />conforms to code. Mr. Zayac advised that the chain was planned to - <br />- address the concerns of the neighbors regarding cars parking or drag <br />racing behind the building. Mr..Thomas questioned if they would be <br />transferri.ng the- existing'Chicken Bone bar, which is to be torn down, - <br />to this building. Mr. Rantala, one of the developers, stated that - ,
