ROLL CALL: <br />Chairman Morgan called the meeting to order at 8:15 D.M. <br />Present: M. Betts, R. Bierman, B. Gorris, J. Thomas, E. Traczvk, and <br />T. Morg,an Also Dresent: Assistant Law Director J. Dubelko, Building Commissioner <br />D. Conway, Consulting City Engineer T. Boyer and Clerk of <br />Commissions B. Oring II. REVIEW AND CORRECTION OF MINUTES: <br /> <br />Mr. Morgan noted that on nage 6, third line should read Mrs. Jira and <br />Mr. (=orris vointed out that nage 3, 41st line should read L.T.L. B. Gorris <br />moved to aovrove the T':inutes of Februarv 23, 1988 as corrected, seconded bv <br />E. Traczyk, and unanimously avvroved. <br />III. BUILDIIVG DEPARTMENT REOUESTS: <br />1) Lauren Hill Plaza, 24106 Lorain Road <br />pronosal to construct shonping center. (Variance granted by the Board <br />of 7.oning A?neals Januarv 6,,1988) Continued from Planning Commission <br />Februarv 23; 1988t <br />Mr. Seaman, architect, Mr. Valore, attorney, and Mr.'Zaqac, developer, <br />exnlained that the western loading zone has been relocated to the south <br />and is now 50 feet awav from residentially zoned prouertv; it has been <br />determined by the Building Commissioner and the Law Department that <br />their drive does not have.to be 60 feet away from streets across Lorain. <br />Road; and since the Building Commissioner has advised that there are <br />not enough parking spaces for the Ground Round Restaurant, they.are <br />giving back 5 feet of the nroperty that was being sold to them in order <br />for the Ground Round to comnly with parking requirements. G`hairman <br />Morgan read a letter from the Building Commissioner to Dan Roy, Regional <br />Director of Ground Round advising him au inspection of the facility <br />reveals 140-142 seats and 57 parking spaces and does not complv to the- <br />code; furthermore, in coujunction with an addition which was approved in <br />1983, a parking p1an was submitted showing 74 spaces which apparently <br />was never completed. Mr. Roy was advised to remove 26 seats or present <br />a time table for parking comnliance pri-or to March 9, 1988. Building <br />Commissioner Conwa_y presented the original.parking plan that'had been <br />anproved with'.the additiona The Commission studied.this plan in con- junction with the parking.plan the developer submitted showing the <br />Ground Rourcd narking which included the additional 5 feet which had <br />beeu returr.ied to them and agreed that the new plan would be acceptable. <br />Mr. Seaman exnlained.that because ther6 is a grade separation between <br />these nroperties, they will now probably be installing a retaining wall, <br />iiistead of a 10'landscaped area origitially plaiined, but they have not <br />decided what tyve barrier will be installed between the tzJO parking lots.
