ROLL CALL: <br />Chairman Morgan called the meeting to order at 8:20 p.m. <br />Present: M..Betts, R. Bierman, J. Thomas, E. Traczyk, and T. Morgan. <br />Abseiit : B. Gorris. <br />Also Present: Assistant Law Director J. Dubelko, Building Commissioner Conway, <br />Consulting City Engineer T. Boyer, Councilman Tallon, and <br />Clerk-of Commissions B. Oring. <br />II. RFVIEW AND CORRECTION OF MINUTES: <br />M. Betts moved to approve the Planning Commission minutes of NSarch 22, 1988, <br />as submitted, seconded by J. Thomas, and unanimously approved. <br />III. BUILDIrIG DEPARTMENT REOUESTS: <br />1) Aquasonic Auto Wash, 28800 Lorain Road <br />Proposal to construct car wash with convenience/gift store and gas station. <br />Variance granted by the Board of Zoning Appeals April 6, 1988. <br />Mr. J. Atwoods rep,resenting Aquasonic, and Mr. Mitchell, architect, presented <br />plans for the combined full service car wash with a clean-up shop; a 12 <br />pump gas station; convenience and gift store which will sell boutique <br />items (mainly handicraft goods)., as well as convenience foods and car <br />related items, andi.they possibly will get a license to sell beer. They <br />will employ 40 to 80 people, depending on the time of the year; will be <br />open from 8 a.m. to 8 p.m., Monday th rough Saturday, and 9 a.m. to 5:00 p.m. <br />Sundays and some holidays; during the peak season they will have 35 to 40 <br />employees on a shift, many of these will be students who do not drive. He <br />explained they did receive a variance because the rear of their property <br />was less than 500 feet from school nroperty and at that meeting a variance <br />was granted to landbank some parking spaces. He explained that their car <br />wash in Euclid, Ohio had 18 to 20 parking spaces and seems to be sufficient. <br />He had previously presented letters of commendation from the City of Euclid <br />for that facility. In response to the Commission's questions, Mr. Atwood <br />explained that 25% of their business was from the gas station and less <br />th an 5% was from the convenience. Commission has several concerns:. the <br />lack of parking for the store (customers must park under gas island canopy); <br />this use could iricrease the serious water pressure problems in the west part <br />of the city; how the waste water was disposed-of; why they had 12 gas <br />pumps if gas sales were only 25% of their business; the proximity of the <br />western drive to the ad.jacent Midas Muffler drive; and the 34 foot width <br />of both drives (it was suggested that they could install one central drive). <br />Mr. Atwood exulained that they rarely had customers in the store who were <br />not using the.car wash; that they use about 45 to 50 gallons of water per <br />car, however they would be inst.alling a water re-claim system which they <br />planned to use if water pressure were a problem, but they would be willing <br />to use it at all times if the City so desires; waste water is disnersed
