l <br />CITY OF NORTH OLMSTED <br />PLANNING COP•MISSION <br />MINUTES- DECEMBER 13, 1988 <br />I. ROLL CALL: <br />Chairman Morgan called the meeting to order at 8:07 p.m. <br />Present: M. Betts, R. Bierman, J. Thomas, and T. Morgan <br />Absent: R. Bowen, B. Gorris, and.E. Traczyk <br />Also presents Assistant Law Director Dubelko, Building Commissioner Conway <br />Consulting City Engineer Cesen, and Clerk of Commissions Oring. <br />IT. REVIEW AND CORRECTTON OF MINUTES: <br />J. Thomas moved to approve the minutes of November 22, 1988, seconded by <br />R. Bierman, and unanimously approved. III. BUILDING DEPARTMENT REQITESTS: <br /> <br />1) Blockbuster Entertainment Corporation, 24761 Lorain Road <br />Proposal to instal-1 illuminated awnings on building. <br />Ms. Kueneke,. representing Blockbusters, presented.plans for the blue.,. <br />illuminated awning with gold letters and explained that it is the trademark <br />of their company owned stores. . They.have just recently .purchased this <br />franchise. Mr. Morgan advised that.the Commission has been reluctant to <br />approve any backlit awnings in the past on the basis that they are osten- <br />tatious. Mr. Thomas further explained that these awnings are basically a <br />glowing structure and questioned.if.there was any down lighting. Ms. Kueneke <br />explained that the light primarily came through the gold lette'rs, but some <br />of it would pass through the blue and presented a photograph'taken at night. <br />The Commission agreed that the awning was translucent and that the entire <br />awning was actually a sign. Building Commissioner Conway concurred that <br />the entire awning could be construed as an illuminated sign, and advised <br />that the present signage is figured on the graphics. Ms..Kueneke ques- <br />tioned if they could install a non-illuminated awning on either side of . <br />of the existing letters. Mr. Mdrgan.stated that this plan would be ac- <br />ceptable if only the letters.were illuminated.and requested that-.a modifxed <br />plan' . be submitted to the Building Commission who will present it to the <br />Commission if it conforms. Ms. Kueneke.withdrew the proposal. <br />2) Wendy's.Old Fashioned Hamburgers, 26650 Lorain Road Proposal to construct restaurant (existing tiuilding will be demolished). <br />C. Dixon, architect, and R. Kikendahl, representing Wendy's, presented a <br />colored rendering and explained that the old building will be replaced with <br />a new, more energy efficient one with .76 seats and that the proposal,con- <br />forms to code; however, the lot has 60 square feet less than the required _ <br />25,000 square foot area. The building will be dryvit and brick with a two <br />foot greenhouse and awning on the front. Building Commissioner Conway <br />advised that the minimum lot size would have no bearing on the proposal <br />under the non-conforming section of the code as long as it meets all require- <br />ments.of the Zoning Code. Chairman Morgan questioned if some of.the 39 <br />parking spaces co.uld be landbanked in order to include more.landscaping
