CITY OF NORTH OLMSTED <br />BOARD OF ZONING APPEALS <br />_ MINUTES - SEPTEMBER 7, 1988 <br />Chairman Remmel called the meeting to order at 7:35 p.m. <br />Present: R. Bugala, R. Gomersall, B. Grace, J. Helon, and C. Remmel <br />Also Present: Building Commissioner Conway and Clerk of Commissions Oring <br />Law Director Gareau arrived at 7:55 p.m. <br />R. Bugala moved to accept the minutes of August 3, 1988 as presented, seconded <br />by B. Grace, and unanimously approvede <br />1. Hennie Homes Retail Center (formerly Pheasants Walk), 28867 Lorain Road <br />Request for variance (1123.12). Request variance to landbank 5 parking <br />spaces in order to save trees. Violation of Ord. 87-93, Section 1161.05. <br />Chairman Remmel called all interested parties before the Board. The oath was <br />administered to J. Certo, architect, D. Wendell, forester, and neighbors, <br />Mr. and Mrs. Faucher and Mr. and Mrs. Narowitz. P1r. Grace is in favor of <br />granting the variance to save the trees. Mr. Narrowitz claims that he was <br />told that the trees in the rear ditch would be saved and they were all taken <br />out, he is objecting to the variance being granted to save trees on Lorain <br />Road, and suggested that the building be made smaller. Mr. Faucher agreed. <br />Neighbors had many complaints regarding the construction, noise,dust, etc,`and <br />cannot understand why the trees that shielded their property were removed. <br />Mr. Certo explained that a.6 foot high board on board fence with landscaping <br />was going to be installed. Neighbors are concerned that the proposed land- <br />scaping will not be high enough to shield lights from cars in the rear parking <br />area. Mr. Certo advised that when Council approved the plan it was recommended <br />that this variance be requested to save these trees. He then presented a <br />revised plan which incorporated the recommendations of the forester in order <br />to save a sugar mapie tree and to insure saving two other trees in front. <br />Building Commissioner Conway is concerned since the easternmost drive is'an <br />entrance to only the front three parking.spaces (for employees) and becomes <br />a one way drive around the building. Mr. Grace suggested making the entire <br />drive -one way out and pointed out that the employees who use these spaces <br />could drive around the building. Since the drives have been revised the <br />Board and Law Director Gareau believe that the Planning Commission should <br />review the revised plans. Mr. Grace suggested that if the proposal is going <br />back to the Planning Commission there should be some consideration given to <br />putting in higher landscaping in the rear. C. Remmel moved that the proposal <br />b? remanded to the Planning Commission and then returned to this Board at the <br />l-next regular meeting after the Planning Commission acts, seconded by B. Grace, <br />----" and unanimously approved. <br />2. Thomas McFadden, 26766 Butternut Ridge Road <br />Request for variance (1123.12). Request variance to replace non-conforming <br />barn in residential area. Violation of Ord.. 87-93, Section 1165.02(d)-2. <br />Chairman Remmel called a11 interested parties before the Board. The oath was <br />administered to T. Jones, R. Spicer, neighbors, and Mr. McFadden who explained <br />that this is a 24 by 32 foot barn with an 8 foot shed roof over a patio. The <br />barn is to be used for storage and he will be putting his boat in it in the <br />winter. He stated that the existing barn is larger and cannot be insured <br />unless it is repaired and he prefers to build a new structure. Mr. Remmel
