<. <br />CITY OF NORTH OLMSTED <br />PLANNING CONIriISSION <br />MINUTES--FEBRUARY 28, 1989 <br />I. ROLL CALL: <br />Chairman Morgan called the meeting to order at 8:00 p.m. <br />Present: M. Betts, R. Bierman, R. Bowen, B. Gorris, J. Thomas, E. Traczyk, <br />- and T. Morgan. <br />Also Present: Assistant Law Director J. Dubelko, Building Commissioner D. <br />Conway, Consulting City Engineer S. Cesen, and Clerk of <br />- Commissions Oring. <br />II. REVIEW AND CORRECTION OF MINUTES. <br />Mr. Thomas advised that page 4, item 5, first line should read Mr. Morgan, not <br />rir. Thomas. J. Thomas moved to approve the minutes of January 24, 1989 as <br />corrected, seconded by E. Traczyk, and unanimously approved. <br />Mr. Morgan questioned if there were minutes of the meeting of February 14th <br />which was cancelled because there was.no quorum. No minutes have been presented. <br />III, BUILDING DEPARTMENT REQUESTS: <br />1) Wendy's Old Fashioned Hamburgers, 26650 Lorain Road <br />Proposal to construct restaurant (existing building will be demolished). <br />(Held over from cancelled meeting of February 14, 1989). <br />Mr. Kikendahl, representing [dendy's, and Mr. Dixon, architect, presented <br />revised plans on which the driveway on Sparky Lane has been relocated 62 <br />feet from Lorain Road to conform to code. As a result of their discussion <br />with Gity Engineer Cesen and Captain Krynak of the Police Department, it <br />had, been decided to remove the secondary light and place a"Do Not B.lock <br />Drive" sign behind the driveway. Mr. Cesen explained that the relocated <br />drive will interfere with the supports of the existing light and there is <br />no objection to removing it and placing the stop bar near the Lorain Road <br />light; he pointed out that drivers using the opposite drive across Sparky <br />Lane for the dry cleaners would be unable to turn left and that drive would <br />be posted "Right Turn Only". Mr. Gorris questioned the feasibility of <br />moving the light back behind this drive. Pir. Cesen responded that Captain <br />Krynak was concerned that this would eliminate some stacking room for cars, <br />especially during the Christmas season. It was pointed out that the light <br />would only have to be moved 20 feet which would be the length of one car, <br />and that this light would benefit both businesses. Mr. Kikendahl and <br />Mr. Dixon stated that they would prefer to have the light and would be <br />willing to pay for the relocation, but advised that they would not agree to <br />financing any changes to the signalization such as a traffic activated system. <br />Mr. Cesen does not believe that any re-signalization would be necessary. In <br />reference to the building plans, Mr. Kikendahl advised that they still prefer <br />the backlighted canopy, but if this is disallowed, they will light the build- <br />ing and sidewalks with exterior lighting. He further advised that they did <br />look into replacing the existing pole sign with a ground sign, but they <br />believe that a ground sign taould interfere with visibility at this location. <br />Building Commissioner Conway stated that this plan sliows 4 landbanked parking <br />spaces. B. Gorris moved to approve the Wendy's Old Fashioned Hamburgers
