c v CITY OF NORTH OLMSTED PLANNING COMMISSION MINUTES - MARCH 14, 1989 I. ROLL CALL: Chairman Thomas called the meeting to order at 8:05 p.m. Present; M. Betts, R. Bierman, R. Bowen, B. Gorris, E. Traczyk, and J. Thomas Absent; T. Morgan Also Present: Assistant Law Director Dubelko, Consulting City Engineer Cesen, Building Commissioner Conway, and Clerk of Commissions Oring. II. REVIEW AND CORRECTION OF MINUTES: B. Gorris moved to approve the minutes of February 28, 1989 as submitted, seconded by E. Traczyk, and unanimously approve3. III. BUILDING DEPARTMENT REOUESTS: 1) Toys "R" Us, located on the north side of Lorain Road, west of Crestmont. Proposal to construct building. Heard by the Board of Zoning Appeals February 1, 1989. Tabled by Planning Commission February 28, 1989. Mr. Nichols, Mr. 0`Lear, Mr. Ricci, and Mr. Herschel, representing Toys "R" Us, presented revised plans expTaining that they have met with the forester and plan to save 3 more trees; they have.eliminated 20 parking spaces and have increased and added to the landscape plan to include additional trees, foliage, and green area. They further advised that Traff Pro will be doing the traffic impact study which will be presented at the next meeting; a surveyor is completing the layout of the adjoining streets; and they have submitted plans for a different type of structure as requested by the Commission. They explained that this white and gray split face bloek building wi1T have a white stucco front to break up the facade, the mansard roof has been eliminated for a more contemporary look with.bands of gray and white around the structure. rir. Ricci pointed out that the entrance sign (over the door) as shown is not correct, the giraffe has been eliminated and the sign is smaller; there will be verticle colored fiberglass bands (non-illuminated) on either side of the sign. Planter areas with trees and shrubs will be installed on the two ends of the sidewalk also to break up the facade of the building. Mr. Nichols advised that no buffer area for the shopping carts has been included in these plans, but they will state that no carts will be stored outside, they promised to keep all carts in the vestibule, They presented a photo- graph of a store which is similar, but not identical to this building. Mr. Ricci pointed out that the plans stated, in error, that it would be 24 feet to the top of the masonry wall, but that should read 18 feet. Mr. Ricci explained the new site plan in detail and Mr. Thomas advised that the Commission might ask that some additional parking spaces be eliminated in order to save trees on the adjacent properties. D. jdendell, forester, presented a revised plan showing some additional su;ggestions to his previous plan to save the adjacent trees, pointing out that the green area on the north side of the Dover Center entrance should be increased (eliminating 12 spaces) and mentioned that perhaps they would
