c <br />v <br />CITY OF NORTH OLMSTED <br />PLANNING COMMISSION <br />MINUTES - MARCH 14, 1989 <br />I. ROLL CALL: <br />Chairman Thomas called the meeting to order at 8:05 p.m. <br />Present; M. Betts, R. Bierman, R. Bowen, B. Gorris, E. Traczyk, and J. Thomas <br />Absent; T. Morgan <br />Also Present: Assistant Law Director Dubelko, Consulting City Engineer Cesen, <br />Building Commissioner Conway, and Clerk of Commissions Oring. <br />II. REVIEW AND CORRECTION OF MINUTES: <br />B. Gorris moved to approve the minutes of February 28, 1989 as submitted, <br />seconded by E. Traczyk, and unanimously approve3. <br />III. BUILDING DEPARTMENT REOUESTS: <br />1) Toys "R" Us, located on the north side of Lorain Road, west of Crestmont. <br />Proposal to construct building. <br />Heard by the Board of Zoning Appeals February 1, 1989. <br />Tabled by Planning Commission February 28, 1989. <br />Mr. Nichols, Mr. 0`Lear, Mr. Ricci, and Mr. Herschel, representing Toys <br />"R" Us, presented revised plans expTaining that they have met with the <br />forester and plan to save 3 more trees; they have.eliminated 20 parking <br />spaces and have increased and added to the landscape plan to include <br />additional trees, foliage, and green area. They further advised that <br />Traff Pro will be doing the traffic impact study which will be presented <br />at the next meeting; a surveyor is completing the layout of the adjoining <br />streets; and they have submitted plans for a different type of structure <br />as requested by the Commission. They explained that this white and gray <br />split face bloek building wi1T have a white stucco front to break up the <br />facade, the mansard roof has been eliminated for a more contemporary look <br />with.bands of gray and white around the structure. rir. Ricci pointed <br />out that the entrance sign (over the door) as shown is not correct, the <br />giraffe has been eliminated and the sign is smaller; there will be verticle <br />colored fiberglass bands (non-illuminated) on either side of the sign. <br />Planter areas with trees and shrubs will be installed on the two ends of <br />the sidewalk also to break up the facade of the building. Mr. Nichols <br />advised that no buffer area for the shopping carts has been included in <br />these plans, but they will state that no carts will be stored outside, <br />they promised to keep all carts in the vestibule, They presented a photo- <br />graph of a store which is similar, but not identical to this building. <br />Mr. Ricci pointed out that the plans stated, in error, that it would be <br />24 feet to the top of the masonry wall, but that should read 18 feet. <br />Mr. Ricci explained the new site plan in detail and Mr. Thomas advised <br />that the Commission might ask that some additional parking spaces be <br />eliminated in order to save trees on the adjacent properties. D. jdendell, <br />forester, presented a revised plan showing some additional su;ggestions <br />to his previous plan to save the adjacent trees, pointing out that the <br />green area on the north side of the Dover Center entrance should be <br />increased (eliminating 12 spaces) and mentioned that perhaps they would
