CITY OF NORTH OLMSTED <br />PLANNING COMMISSION <br />? MINUTES-MARCH 28, 1989 <br />I. ROLL CALL: <br />Chairman Thomas called the meeting to order at 8:05 p.m. <br />Present: R. Bowen, B. Gorris, T. Morgan, E. Traczyk, and J. Thomas <br />Mr. Betts arrived at 8:10 p.m. <br />Abserit: R. Bierman <br />Also Present: Assistant Law Director J. Dubelko, Building Commissioner Conway, <br />Consulting City Engineer Cesen, and Clerk of Commissions Oring. <br />I1. REVIEW AND CORRECTION OF MINUTES: <br />R. Bowen moved to approve the minutes of March 14, 1989, seconded by B. Gorris, <br />and unanimously approved. <br />III. BUILDING DEPARTMENT REQUESTS: <br />1) Olmsted Manor Assisted Living Facility, 27500 Mill Road <br />Proposal to construct building. <br />Heard by the Board of Zoning Appeals February 1, 1989. <br />Heard by Architectural Board of Review Ma.rch 22, 1989. <br />? Mr. Suhayda, architect, and Ms. Biltz, representing Olmsted Manor, presented <br />rendering and advised that all the changes required by the Planning <br />Commission previously have been included; that the landscaping and lighting <br />has been modified as recommended by the Arehitectural Board of Review; <br />a solid fence has been added on the property line adjacent to the condo- <br />miniums; and a high pressure sodium light has been installed in the rear <br />parking area. The city forester's report mentioned that there was another <br />tree, a red maple, that should be saved. Mr. Wendell, the forester, further <br />suggested that temporary fences should be installed around the trees during <br />construction. Regarding the discussion at the Architectural Review Board <br />meeting as to whether or not a sidewalk should be extended from the con- <br />crete pad in front of the emergency door, Building Commissioner Conway <br />advised that the code is somewhat ambiguous and that a determination will <br />be made during the plan review. After some discussion the Commission <br />agreed that a walk should be installed from this entrance to the driveway <br />area and that the landscaping be relocated. Mr. Suhayda explained that <br />the dumpster enclosure for the nursing home would be sufficient for both <br />facilities. B. Gorris moved to approve the Olmsted Manor Assisted Living <br />Facility at 27500 Mill Road with the stipulation that a concrete walkway <br />of some type that is acceptable to the Building Commissioner be placed <br />outside the emergency exit at the south end of the building, and that the <br />recommendations of Mre Wendell, the forester, be incorporated into the <br />plans, seconded by E. Traczyk, and unanimously approved. <br />2) Toys "R" Us, located on the north side of Lorain Road, west of Crestmont. <br />Proposal to construct building. <br />Heard by the Board of Zoning Appeals February 1, 1989. <br />Heard by Architectural Board of Review March 22, 1989. <br />.\ <br />?
