., <br />CITY OF NORTH OLMSTED <br />PLANNING COMMISSION <br />MINUTES-APRIL 11, 1989 <br />I. ROLL CALL: <br />Chaimtan Thomas called the meeting to order at 8:00 p.m. <br />Present: R. Bierman, R. Bowen, B. Gorris, T. Morgan, and J. Thomas <br />Absent: M. Betts and E. Traczyk <br />Also Present: Assistant Law Director Dubelko, Consulting City Engineer Cesen, <br />and Clerk of Commissions Oring. <br />II. REVIEW AND CORRECTION OF MINUTES: <br />T. Morgan moved to approve the minutes of the Planning Commission meeting <br />of March 28, 1989 as written, seconded by R. Bowen, and unanimously approved. <br />III. BUILDING DEPARTMENT REQUESTS: <br />1) Toys "R" Us,located on the north side of Lorain Road, west of Crestmont. <br />Proposal to construct building and discussion of the relocation of the <br />Lorain Road and Whitethorn Blvd. intersection. <br />Chairman Thomas explained that this proposal had received a variance for <br />the smaller parking spaces and that they had previously agreed to re-align <br />the intersection of Whitethorn and Lorain to line up with their proposed <br />driveway. Mr. Lepisto, from Traff-Pro, and Mr. Ricci, Mr. Olear, and <br />Mr. Nicholson, all represented Toys "R" Us. Mr. Ricci advised that more <br />trees have been added to the plan as requested, P1r. Lepisto presented <br />the revised site plan and explained that in order to signalize the drive <br />on the north side of Lorain Road they believed it would be best to do <br />some minor geometric improvements on the Whitethorn Avenue approach to <br />increase the turning radius to improve right turns onto Lorain Road. He <br />expl.ained that by realigning the Whitethorn intersection and by.shifting <br />the Toys "R" Us drive 10 feet to the west it will be possible to install <br />the signal and eliminate traffic conflicts. He advised that the turning <br />radius would be realigned and cut off about 25 to 30 feet, that no addi- <br />tional right of way nor any Dunkin Donut property would be needed; and <br />that some utilities would be relocated. During the discussion it was <br />brought out that the 5 foot sidewalk would be right at the curb line, <br />which the Commission believed would be a safety hazard, especially since <br />this is a school crossing. After some discussion it was decided that the <br />25 foot radius could be reduced to approximately 23 feet to give about <br />a 2 to 3 foot tree.l.awn. Mr. Lepisto further advised that Sparks Tune Up <br />has a second access drive (not shown on the plan) on the southwest <br />corner of the intersection which would make a bad situation at the inter- <br />section. City Engineer Cesen agreed that there should be some tree lawn <br />and questioned if the developers had contacted Dunkin Donuts to acquire <br />some of their property. Mr. Nicholson advised that they had attempted <br />to contact the.manager but he did not get back to them. Neither Mr. Lepisto <br />rior thedeveloper had a problem with the reduced radius. Regarding the <br />second Sparks curb cut, Mr. Cesen stated that does not know if the city <br />can take away an access from a business. Assistant Law Director Dubellco <br />will check into this. Mr. Bierman stated that it is possible that this <br />is not a legal access, and that perhaps that property does not belong to
