CITY OF NORTf-I OLMSTED <br />PLANNING COMMISSION <br />MINUTES - SEPTIIMiBER 11, 1990 <br />I. ROLL CALL: <br />Chairman Thomas called the meeting to order at 8:00 p.m. <br />Present: R. Bierman, R. Bowen, B. Gorris, L. Orlowski and J. Thomas. <br />Absent: M. Betts and T. Morgan. <br />Also Present: Assistant Law Director Dubelko, City Engineer Deichmann, <br />Building Commissioner Conway, Assistant City Engineer <br />McDermott, and Clerk of Commissions Oring. <br />II. REVIEW AND CORRECTION OF MINUTES: <br />R. Bierman moved to approve the minutes of July 24, 1990, seconded by R. <br />Bowen, and unanimously approved. <br />III. BUILDING DEPARTMIIVT REQUESTS: <br />1) Metro Lexus, 28450 Lorain Road <br />Proposal to construct addition t-o service building. <br />Mr. P. Stoyanov, representing the developer, presented the plans for a 1,700 <br />square foot addition to the service department to be located on the side and <br />rear in an area previ-ously planned for expansion. The doors, entrance ramp, <br />and trash enclosure will be relocated. There will be no changes in the <br />setback, all materials will match the existing, no additional lighting is <br />planned. Mr. Thomas questioned if there were speakers.on the rear of the <br />building and if the trash container will be screened. Mr. Stoyanov presented <br />pictures of this area and it was determined that the screen walls were <br />somewhat lower than 4 foot, 6 inches as stated on the plans. No speakers were <br />shown in the pictures. It was determined that the dumpster was being moved <br />closer to the adjacent dealership, not closer to the neighbors. Mr. Stoyanov <br />offered to increase the height of the fence. Mrs. Pinkston, an adjacent <br />resident, requested a larger screen around the dumpster; naintained that the <br />addition will be closer to her property; complained because construction would <br />cause her more dirt and noise and the original building was just completed <br />within the last year. She believed that there was a change in the plans since <br />they ended up buying a portion of the Nissan property. It was clarified that <br />notification is sent for the first meeting, however, it was not clear that <br />there had been any changes after the proposal had been approved. Mr. Stoyanov <br />stated that buying the portion of Nissan property had been in their original , <br />plans. Mrs. Pinkston did admit that Metro Lexus is a good neighbor; however, <br />she stated that there are speakers in the rear which do present a problen at <br />times, but the employees do turn then down when they are asked to. Mr. Thomas <br />advised that he had spoken to Mr. Stephin, another neighbor, who also has <br />complaints about the speakers, and the lack of a fence in the buffer. There <br />are trees, but in the winter there is a problem., Metro Lexus did put in an <br />additional,8 evergreen trees after plans had been approved because the buffer <br />was not as effective as they had planned.
