ROLL CALL: <br />Vice Chairman Kazak called the meeting to order at 7:35 p.m. <br />Present: D. Spoerke, B. Schulz, and J. Kazak <br />Absent: R. Burk and J. Konold <br />Also Present: Building Commissioner Conway and Sbustitute Clerk of Commissions <br />Wingenfe-ld.. <br />II. REVIEW AND CORRECTION OF MINUTES: <br />D. Spoerke moved to approve the minutes of March 22, 1990 as presented, <br />seconded by S. Kazak, and unanimously approved. <br />Vice Chairman Kazak advised those present that there are only 3 members pre- <br />sent, and 3 affirmative votes are needed to approve a proposal. He advised <br />that either of the applicants could withdraw from the agenda at this time. <br />Building Commissioner Conway clarified that they should withdraw before dis- <br />cussion of their proposal. <br />III. HEARINGS: <br />1) Martin Quinn, property located between 23066 and.23108 Virginia Ave. <br />Request permission to construct dwelling on permanent parcel 237-12-042 <br />Virginia Ave. ("G" District, minimum lot frontage 60 feet). Hearing <br />required by Ord. 2806 (any house being built on a lot with a 50 foot <br />front width or less requires the approval of the Board of Building Code <br />Appeals). <br />Vice Chairman Kazak read the proposal and administered.the oath to <br />Mr. and Mrs. Quinn and the adjacent property owners, D. Lanpher, N. Cook, <br />R. & S. Gardin and R. Schaeffer. Mr. Quinn explained that he planned to <br />build a hip roof house which would be 30 feet by 70 feet and would have . <br />a 20 by 20 foot attached garage in the front. Mr. Schaeffer explained <br />that there were severe drainage problems in the area and questioned if <br />the E.P.A. ban had been lifted. He was advised that it had been. Neigh- <br />bors were advised that all setbacks would conform to the zoning ordinances. <br />Mr. Gardin pointed out.tliat this property is low and that there is actually <br />a lake on the rear of it, as well as on the two adjacent lots. Mr. Conway <br />advised that the Engineering Department would have to approve the drainage <br />plans and they would not be allowed to drain water onto other properties. <br />Mr. Kazak explained that they could be required to install a yard drain. <br />The neighbors are concerned since if the water probiem was corrected on " <br />this lot, there would still be problems on either side and they think .. ' <br />all the lots should.be tied in. Mr. Kazak suggested that the Engineering <br />Department could advise them on thism Mr. Schulz is concerned that this <br />house might not fit in with others in the neighborhood since it has an <br />attached garage in the front._ Mrs. Cook agreed and she was advised that <br />the neighbors are not given the opportunity to review the style of a <br />house. Mr. Conway explained that the house would have to conform to all <br />building and zoning codes, but there would be no further hearing unless
