<br />CITY OF IiRE_T O,MTED <br />PLANNING COMMISSION <br />MINUTES - JANUARY 8, 1991,; <br />I. ROLL CALL: <br />Chairman Gorris called the meeting to order at 8:15 p.m. <br />Present: M. Betts, R. Bowen, T. Morgan, L. Orlowski, J. Thomas, and <br />B. Gorris. <br />Also Present: Assistant Law Director Dubelko, City Engineer Deichmann, Chief <br />Building Inspector Sanker, and Clerk of Commissions Oring.- <br />II. REVIEW AND CORRECTION OF MINUTES: <br />T. Morgan moved to approve the minutes of Planning Commission of December 11, <br />1990, seconded by R. Bowen, and unanimously approved. <br />II I. BUILDING DEPARUIIENT REQUESTS : <br />1) Carter Plaza West, property located between Gastown Gas Station and First <br />Federal of Lakewood (in front of Best's). <br />Proposal to construct retail building. <br />Continued from Planning Commission meeting of December 11, 1990. <br />Mr. B. Acciarri, architect, advised that several revisions have been made: <br />the building has been reduced to 7,500 square feet, the sidewalk area has also <br />been reduced; the triangUlar portion of the building on the west has been <br />eliminated and replaced with landscaping; additional landscaping has been <br />installed on the west property line; and the drive on the north has been <br />realigned. Chief Building Inspector Sanker advised that no handicapped <br />parking spaces were shown on the plan, but the number of spaces conformed to <br />code. Mr. Acciarri advised that the two spaces adjacent to the landscaped <br />island on southeast are 12 foot wide for handicapped spaces. He further <br />clarified that this plan does show the correct parking on most of the Best <br />lot, however the parking on the western property line must be re-striped to <br />make it two way as shown. He stated that the store fronts will face east, <br />south, and perhaps there would be windows on the south west corner. He has <br />consulted with Assistant City Engineer Griffith on the traffic flow. Mr. <br />Betts pointed out that another parcel shown as "existing grass" on the plan <br />could also be developed making the traffic situation even worse. The members <br />agreed that the architect has tried to comply with their suggestions, but are <br />still concerned that this is over development of this lot. Mr. Acciarri <br />offered to reduce the building to 7,000 square feet by removing 10 feet on the <br />northern part of the building and installing a sidewalk thereo He will also <br />study extending the canopy along that side. Mr. Betts questioned if at a <br />later date the other vacant parcel was proposed for development, the <br />Commission could request that this developer and the owner of the Best <br />property change their parking and traffic flow in conjunction with the new <br />development. Assistant Law Director Dubelko advised that they could not go <br />back and compel an owner of a previously approved development to change.
