CITY OF NORTH OLMSTID <br />' PLANNING COMMISSION <br />MINUTES - JANiJARY 22, 1991 <br />I. ROLL CALL: <br />Chairman Gorris called the meeting to order at 8:10 p.m. <br />Present: M. Betts, R. Bowen, B. Gorris, L. Orlowski, A. Skoulis, and J. Thomas <br />Mr. Skoulis, a-new member, had been sworn in before the meeting. <br />Absent: T. Morgan. <br />Also Present: Assistant Law Director Dubelko, City Engineer Deichmann, and <br />Clerk of Coirnnissions Oring. <br />II. REVIETnT ANID CORRECTION OF MINUTES : <br />J. Thoma.s moved tliat the minutes of January 8, 1991 as recorded be approved, <br />seconded by M. Betts, and unanimously approved. <br />III. BUII,DING DEPARTMENT REQUESTS: <br />1) Cari:er Plaza West, property located between Gastown Gas Station and First <br />Federal of Lakewood (in front of Best's)e <br />Proposal to construct retail building. <br />Heard by Architectural Board of Review January 16, 1991. <br />Mr. Acciarri, archi.tect, explained the revisions to the plan: building has <br />been reduced by 500 square feet; walk and canopy added along the north <br />elevation; two parking spaces along Brookpark Extension have been eliminated; <br />and landscaping has been changed as suggested by the Architectural Board. He <br />clarified that the parking spaces on the west of the Best parking lot will be <br />re-striped so that they face to the southwest. The city forester had <br />submitted a revised plan recommending additional trees on the propertya Mr. <br />Acciarri was given a copy of the plan and had no abjections to adding the <br />trees. Chairman Gorris advised that a subdivision of land was required for <br />this property, and that he would like to address that even though it is not on <br />this evening's agenda. He explained that this parcel now conforms to code, <br />but after this lot is split off neither parcel will conform. City Engineer <br />Deichmann explained that the frontage along Lorain Road was now approximately <br />153 feet, (150 feet is required). If the lot split is not approved, the <br />developer could lease this portion of the property, instead of buying it out <br />right. Mr. Gorris stated that he had not been aware, that this was all one <br />parcel, and he would like to lmow if the Building Commissioner ha.d reviewed it <br />as all one lot, or as a separate parcel. He is concerned that this could <br />effect the proposal. r1r. Acciarri explained that this outlot was always <br />intended to be developed separately, and at first the developer believed that <br />it was a separate parcel; however after some research with the Building <br />Department it was learned that it one lot. He believed that the impact of <br />this development on the surrounding parcels has been discussed here at length; <br />and that there is a hardship to the developer. If a variance is not granted <br />the developer will have to lease the property. Mr. Betts stated' that the <br />Commission has been concerned about the traffic problems that may still be <br />created with this development, even though the architect has been extremely <br />1
