(r ? ? I. ROLL CALL: CITY OF NORTH OLMSTED PLANNING COMMISSION MINUTES-FEBRUARY 26, 1991 Chairman Gorris called the meeting to order at 8:00 p.m. Present: R. Bowen, A. Skoulis, J. Thomas, and B. Gorris Absent: M. Betts, T. Morgan, and L. Orlowski Also Present: Assistant Law Director Dubelko, Building Comnissioner Conway, City Engineer Deichmann, and Clerk of Commissions Oring. II. REVIEW AND COR.RECTION OF MINUTES: J. Thomas moved to approve the minutes of February 12, 1991 as recorded, seconded by A. Skoulis, and unanimously approved. IIIm BIJILDING DEPARTMIIVT REQUESTS: 1) Carter Plaza West, property located between Gastown Gas Station and First Federal of Lakewood (in front of Best's). Proposal to construct retail building. (Tabled from meeting of February 12, 1991). PLEASE NOTE: PROPOSAL HAS BEEN WITF-IDRAWN_ BY THE DE`TELOPER. Chairman Gorris advised that this proposal has been withdrawn. 2) Great Northern Shopping Center, Plaza North, Lorain and Brookpark Road. Renovation to canopy. Heard by Architectural Board of Review on February 20, 1991. Mr. Papandreas, representing Biskind Development Company, explained that they have received all of their tenants' approvals and it has been decided not to install the canvas awnings and that Forest City has agreed to locate their sign on the feature pedimenL instead of on the mansard. In reference to the parking situation on the west end of the building; he stated it has been decided to eliminate all parking there. At the time when a store front will be built out in that area, a sidewalk will be installed adjacent to the road. The Architectural Board of Review had made no suggestions, Mr. Sohn had merely stated that the ridge line in one area appeared to be low, but that was an area where no work was planned. He also pointed out that there was one canopy shown on the plan which will be constructed only if a proposed tenant agrees to lease that tmit. He clarified that not.all of the canopies are being removed, they have picked particular areas where they will construct the feature canopies; the remaining areas will be repainted and re-clad with the new sigp banci material. He also advised that in •the feature areas, - were new footers would be required, there wi11 be new_ concrete installed. It was clarified that the Mall proposal had not been required to come back to the Commission, but the Architectural Board had made some comments about the landscaping. Mr. Papandreas stated that they are in the process of responding to their suggestions. J. Thomas moved to approve the plans for the Great Northern Shopping Center, Plaza North, renovation and refer it to the B.Z.D. Committee of Council, seconded by R. Bowen, and tmanimously approved. 1
