<br />. <br />CITY OF NORTH OLMSTED <br />PLANNING COMMISSION <br />MINUTES-DECIIKBER 10, 1991 <br />I. ROLL CALL: <br />Chainnan Gorris ca.lled the meeting to order at 8:15 p.m. <br />Present: R. Bowen, T. Morgan, L. Orlowski, A. Skoulis, J. Thomas, and B. Gorris. <br />Also Present: Assistant Law Director Dubelko, Building Commissioner Conway, City <br />Engineer Deichmann, and Clerk of Commissions Oring. <br />II. REVIEW AND CORRECTION OF IkIINUTES: <br />Chairman Gorris advised that the October 8, 1991 minutes which had been deferred <br />previously would be reviewed this evening. <br />T. Morgan moved to approve the minutes of October ti, 1991 as stated, seconded by <br />J. Thomas, and unanimously approved. <br />T. Morgan moved to approve the minutes of November 26, 1991, seconded by R. <br />Bowen. Roll call on motion: Morgan, Bowen, Orlowski, Skoulis, and Gorris, yes. <br />Mr. Thomas, abstained. <br />III. BUILDING DEPARTNIIINT REQUESTS : <br />Blimpie Subs and Salads, 26261 Lorain Road (Lorain and Brookpark Roads) <br />Exterior renovation to building, signage and lighting. <br />Revision of site plan approved for Interstate Development Company on <br />November 26, 1991. <br />Chairman Gorris questioned if the representative was aware of a11 the site plan <br />changes that were addressed previously with the owners, Interstate Development. <br />Mr. Manfrass, architect, was aware of them. In response to Mr. Thoma,s`s <br />questions, he advised that the canopy was translucent and would be illuminated <br />from tmderneath. Mr. Thomas advised that the Commission has refused this type of <br />awning in the past on the basis that it is then essentially a sign. Those <br />developers subsequently agreed to have opaque awnings with downward illtunination <br />and with only the actual sign being lighted. He pointed out that this is a very <br />prominent location and would really not need this additional illtamination to get <br />attention. Mr. Manfrass advised that there were other signage options available <br />for Blimpies and he will consult with the owners. He pointed out that they had <br />been unable to wrap the canopy around the west side of the building because of <br />its .proximity to the property line, so they elected to install a wall sign there. <br />Mr. Thomas stated that he could not approve this with the illuminated canopy. It <br />was pointed out that this will be forwarded to the Architectural Board. Mr. <br />Manfrass believed that the owners might choose to eliminate the canopy in favor <br />of wall signs. Mr. Bowen questioned if any changes were to be made to the <br />parking. Mr. Manfrass responded that the parking would remain the same, but the <br />existing drive would be closed and that there were 14 parking spaces on this <br />property and 7 on the adjacent bank property. Building Commissioner Conway <br />advised that 'LU parking spaces were required for this use and that the bank had <br />more than enough parking. lt was verified that there are 7 spaces on the bank <br />property. The property adjacent to the west is City right of way and the building <br />is within 6 to 8 inches of the line. Mr. Morgan questioned if the (;ity would <br />object to their installing an awning on that sidea Mr. Manfrass doubted that the <br />owners woulcl agree to a canopy on the west since only one sign is allowed on a <br />canopy and a sign is needed on the west. Mr. Thomas would like some kind ot <br />improvement to the lirookpark side of the building, and suggested that tney plant <br />ta11 trees there. Mr. Bowen pointed out that this site plan had been reterred to <br />1
