<br />CITY OF NORTH OLMSTED <br />PLANNING COMMISSION <br />MINUTES-MAY 4, 1992 <br />SPECIAL MEETING <br />I. ROLL CALL: <br />Chairman Gorris called .the meeting to order.at 7:30 p.m. <br />Present: R. Bowen, T. Morgan, L. Orlowski, A. Skoulis J. Thomas, and B. Gorris. <br />Absent: R. Tallon. <br />Also Present: Assistant Law Director Dubelko, City Engineer Deichmann, <br />Building Commissioner Conway, and Clerk?of Commissions Oring. <br />II. REVIEW AlVD CORRECTION OF MINUTES: <br />Review of minutes will be deferred. <br />III. BUILDING DEPAR'IlMENT REQUESTS : <br />1) Barlo Plaza, 30572 Lorain Road. <br />Proposal to construct storage building in rear of plaza. <br />Heard by Architectural Board of Review Apri1 22, 1992. <br />Mr. Acciarri, architect, presented plans and explained that a staggered row of 6 <br />foot white pines wi1T be planted. at the reax of the storage building. The plans <br />show them planted in a row, but Mr. Acciarri advised that they will be staggered <br />5 feet apart. Regarding the trees that. ha.d been removed, Building Comnissioner <br />Conway thought that they were taken out to install the fence. Mr. Skoulis <br />believed that trees were to be planted on the eastern end of the property so that <br />it would be completely screened right up to the dumpster. Because the,property <br />drops down, the residents ha.d complained. about the lack of screening on the north <br />east corner of the property (two pines are shown). Mr. Acciarri advised that <br />there is a row of trees on the adjacent residential property, but they would'add <br />more white pines along the eastern property line planted 15 foot on center. Mr. <br />Orlowski questioned if a loading zone would be required since this.is a storage <br />building. Mr. Conway ad.vised that thexe was an existing loadi.ng zone an the <br />development and if this building were by itself it would only require a platform <br />or an area where trucks could pull up. Mrs. Ficker, a resident, presented <br />pictures of the area after the trees were removed, and complained that the <br />developer removed trees that were not dead and the fenee was installed so the bad <br />side faced her property. The members suggested that 6 or 7 white pines could be <br />planted 15 foot on center. She agreed that would be satisfactory. Mrs. Ficker <br />would also like a specific completion date for the .landscaping. Mr. Acciarri <br />believe it could be campleted by October 15th._ She pointed out.that.her -fence <br />would be adjacent to this one, and questioned "who was to maintain it. She was <br />advised that whoever awns the.property on that side of the fence would have to <br />maintain it. In response to other questions she was advised that,: the dwnpster <br />could• not be imloaded before 8:00 a.m. and <if the dunpster's lid or the gate to <br />the enclosure are left open, she should contact the Building Department; the <br />fence will have to be completed before a building peimnit will be issued; and <br />finally, that the height of the building cannot be reduced, however, the owner <br />had agreed to plant trees next to the building to help screen it. A. Skoulis <br />moved to approve the proposal to eonstruct a storage building in the rear of <br />Barlo Flaza, 30572 Lorain Road, with the provision that the pine trees behind the <br />new building be staggered and that a mirLm-um of 7 pine trees.(or whatever it <br />takes to be planted 15 feet on center) be added along the east property line; <br />that all of.the landscaping will be completed by October 15,`1992, seconded by J. <br />Thomas, and tmanimously approved. <br />1
