ROLL CALL: <br />Chairman Gorris called the meeting to order at 7:35 p.m. <br />Present: L. Orlosaski, K. 0'Rourke, A. Skoulis, J. Thomas, and B. Gorris. <br />Absent: R. Tallon <br />Also Present: Assistant Law Director Dubelko, City Engineer Deichmann, Building <br />CorrIIni.ssioner Conway, and Clerk of Conmnissions Oring. <br />II. REVIEW AND CORRECTION OF MINUTES: <br />J. Thomas moved to accept the minutes of May 11, 1993 as recorded, seconded by <br />B. Gorris, and unanimously approved. <br />III. BUILDING DEPAR'IlMIINT REQUESTS : <br />1) Metro Lexus/Infinity, 28450 Lorain Road. <br />Proposal to construct an Infinity DealersYiip.adjacent to the existing Metro Lexus <br />Dealership. Heard by Planning Commission on April 13, 1993. Heard by the Board of <br />Zoning Appeals on May 6, 1993. <br />Heard by Architectural Review Board on Ma.y 19, 1993. <br />Chairman Gorris verified that the Architectural Review Board ha.d recommended a 6 <br />foot high fence instead of the mound with a fence. Mr. Stoyanov, builder, was <br />given a copy of the foresters report. (see attached) and he advised that he had <br />met with the forester who had had a concern that the mounding would harm the <br />healthy trees. Mr. Stephin, the neighbor, had also mentioned previowsly that the <br />trees were doing well at present, so in lieu of the mound they will be installing <br />a 6 foot board on board fence between 5 and 10 foot behind the curb line. To save <br />existing oak and maple trees, the forester had recorrnnended eliminating the <br />parking space between the two trees and one to the west of the oak. Mr. Stoyanov <br />presented a modified site plan of this corner showing how their landscape <br />architect intended to protect these trees; and advised that the architect would <br />be monitoring the construction. They have eliminated 1 parking space and moved <br />the others back slightly so that they are outside of the tree line. Although they <br />do not need these spaces for their parking requirements, he maintained that the <br />owner preferred to keep them. Mr. Thomas believed that these spaces should be <br />eliminated. In reference to the lights, Mr. Stoyanov explained that at the <br />Architectural Board meeting, they had agreed to 20 foot high pole lights, and the <br />two lights on the east side of the property would have 400 watt metal halide <br />fixtures, and the lights on the front wotal.d be 1000 watts. Mr. Orlowski would <br />prefer the fence to be from 3 to 5 feet away from the curb of the parking lot, <br />since the property does drop down tizis will • give more screening to the residents <br />in the rear. He also pointed out that the forester had suggested adding some <br />pines and spruce trees on the back of a mound and since the mound has been <br />eliminated, they could still install additional trees behind the fence. It was <br />clarified that the fence would run behind the Lexus and Infinity property, not <br />Nissan which has existing trees. 6dhen the Nissan addition is constructed, more <br />spruce trees are to be planted in the bare areas as specified in the approvals of <br />that proposal. Mr. Thomas and Mra Orlowski would like as much screening as <br />possible, especially since this business will serve very few North Olmsted <br />residents, and additional trees behind the fence would be more aesthetically <br />pleasing. Mr. Stoyanov stated that there were only a few bare spots in this area, <br />1
