<br />CITY OF NORTH OLMSTED <br />PLANNING COMNBSSION <br />MINUTES--JULY 13, 1993 <br />I. ROLL CALL: <br />Chairman Gorris called the meeting to order at 7:35 p.m. <br />Present: L. Orlowski, A. Skoulis, R. Tallon, J. Thomas, and B. Gorris. <br />Mrs. 0'Rourke arrived later. <br />Also Present: Assistant Law Director Dubellco, City Engineer Deichmann, Building <br />Commissioner Conway, Substitute Clerk of Commission Wingenfeld and <br />Clerk of Commissions Oring. <br />II. REVIEW AND CORRECTION OF MINUTES: <br />In the minutes of the last meeting, Mr. Skoulis advised that on page 2, line 16 <br />the word her should be changed to he. A. Skoulis moved to approve the minutes of <br />June 22, 1993 as corrected, seconded by J. Thomas, and unanimously approved. <br />III. BUILDING DEPARTTIENNT REQUESTS: <br />1) Ice Cream Parlor, 27045 Lorain Road. <br />Proposal to construct new building an the former Sparks Tune Up property <br />(existing building will be demolished). Revised plans. <br />Continued from meeting of June 22,.1993. <br />W. Benik, owner, presented revised plans and explained that this was tabled in <br />order for the city to get further information on the Whitethorn access, and that <br />the access has been moved as far east as possible. Mr. Thomas advised that there <br />were several other concerns. Mr. Benik did receive correspondence from Mr. <br />Deichmann and a proposed sketch (specified as Dubelko plan). Mr. Benik maintained <br />that this plan is not workable because when the plan is draNm to scale the two <br />way drive wovld be 13 foot wide whi.ch is impossible; 2) the drive through would <br />back up with two cars ordering and all traffic flow would stop completely; 3) a <br />minimum of 22 feet is required to back out of a head-in parking stall, cars <br />parked along the building would be unalole to back out if there was a car parked <br />in the stall behind, 4) it would be.impossible for cars parked in the diagonal <br />parking on the right side of the property to pull out and they would have to wait <br />if a car was at the pick up window. A1r. Thomas stated if the building were moved <br />as far forward on the Dubelko plan as it is on his revised plan it would work. <br />Mr. Orlowski maintained that one parking space on the revised plan is not valid. <br />Building Commissioner Conway advised that this plan is based on 40 seats which <br />would require 20 parking spaces and also could be based on one space for every 50 <br />square foot of seating area. Mr. Thomas was concerned because Whitethorn becomes <br />a main entrance to the building. Mr. Benik believed that Whitethorn would be a <br />main exit. Mr. Thoma.s thought that most of the traffic would be coming from the <br />east and customers would not drive past the building to use the Lorain entrance, <br />they would use the Whitethorn entrance. Mr. Benik stated that it would be safer <br />if drivers did enter at the light on Whitethorn. P1r. Thomas believed that this <br />entrance was hazardous because it would be so close to the intersection. Mr. <br />Benik quoted Assistant City Engineer Griffith who stated that with the traffic <br />volLUnes on Lorain Road any help that can be given to left turn vehicles will <br />reduce accident potential. Mr. Deichmann clarified that if there is a possible <br />access to a side street that has a signal at the intersection of Lorain Road, it <br />would make it easier to get out onto Lorain Road when they are turning left. r1r. <br />Thomas believed that this was for exiting only.
