ROLL CALL: <br />Chairman Gorris called the meeting to order at 7:35 p.m. <br />Present: L. Orlowski, R. 0'Rourke, A. Skoulis, and B. Gorris. <br />Mr. Tallon arrived later. <br />Absent: J. Thomas. <br />Also Present: Assistant Law Director Dubelko, Councilman Lind, and Clerk of <br />Commissions Oring. <br />II. REVIEW AND CORRECTION OF MINUTES: <br />No items. <br />III. NEW BUSINESS: <br />Discussion of legislation necessary to implement the City of North Olmsted Ma,ster <br />Plan. <br />Chairman Gorris asked Assistant Law Director Dubelko for his comments on how to <br />proceed with the Master Plan legislation. Mr. Dubelko advised that there was no <br />statutory formula nor any ordinance that specifies how to go about rezoning the <br />city. It is just a matter of following up on what has been done so far in <br />creating the Master Plan. He suggested re-identifying the critical areas in the <br />city which were previously targeted for rezoning, and believed that the western <br />end of Lorain Road might be a good place to start, tmless the Commission might <br />prefer to present some of the others, such as Stearns Road or the triangular area <br />of Columbia, Brookpark, and Lorain Roads, to Council. The members agreed to <br />present one area at a time, not all of them at once. Mr. Orlowski asked if there <br />should be legislation passed specifically to implement the plan in an orderly <br />manner, rather than rezoning specific areas one at a time. Mr. Dubelko stated <br />that there was nothing in the charter, ordinances or State law that would suggest <br />such a procedure. Council has approved the plan and the next step would be to <br />present the rezoning to implement it, no resolution would be needed agreeing that <br />they will comnence to rezone the city. He believed that by preparing the plan, <br />the Commission has done their charter responsibility, and council approved it <br />without revision, but they may not rezone the entire city according to all the <br />1
