ROLL CALL: <br />Chairman Gorris ca.lled the meeting to order at 7:35 p.m. <br />Present: D. Alston, L. Orlowski, K. 0'Rourke, J. Thomas, and B. Gorris. <br />Also present: City Engineer Deichmann; Assistant Law Director Dubelko, Building <br />Commissioner Conway, and Clerk of Commissions Oring. <br />II. REVIEGd AND CORRECTION OF MINUTES: <br />The review of the minutes will be deferred imtil the end of the meeting. <br />III. Bi3ILDING DEPARTTENr REQUESTS : <br />1) Wendy's Restaurant, 26650 Lorain Rd. <br />Proposal to construct snall addition.to restaurant and reconfigure parking area. <br />Heard by Board of Zoning Appeals Apri1 6, 1994. <br />Heard by Architectural Review Board April April 20, 1994. <br />Withdrawn fram meeting of April 26, 1994. <br />Mr. Kikendahl presented a copy of the joint ea.sement-agreement which is being <br />drawn up by Wendy's and the DiFiore's, the owner of the adjacent property. It has <br />not been completed as yet, however he has been ad.vised by Mrs. DiFiore that they <br />wi11 participate in it. Apparently there had never been any easement previously. <br />The imsigned agreement was given to the Assistant Law Director for his input, and <br />the signed agreement should be submitted to the B.Z:D. with the.proposal. Mr. <br />Dixon, architect, advised that they had revised the drawings as stipulated <br />previously. A letter froxn the Safety Director had suggested that"the driveway be <br />kept in the same location, but it has now been widened to provide 3 lanes, one <br />lane in and two out with left and right turn lanes. There will be s3gnage to <br />direct customers to turn right intb the Wendy's property., The southernmost drive <br />on Sparky Lane had been elimina.ted previously. The Architectural Review Board had <br />approved 'all the materials.and the Boaxd of Zoning Appeals had approved the <br />variances. He clarified that there would:be:a vertical sign directing customers <br />to turn right into the property as we11. as: signage an the aspha.lt. Mr. Thoma.s <br />suggested removing some of °the landseaping at the entrance and curbing the <br />driveway to direct the incoming.traffic so it must turn right. Mr. Kikendahl <br />agreed. City Engineer Deichmarm believed that some modification of that <br />landscaping at the entrance would be appropriate, but he was not in favor of a <br />divider between the ingress and egress lanes that would be close to the sidewalk. <br />•Mr. Kikendahl advised that this had been required by the Indiana.State Highway <br />Department for a while, but the curbs caused so many problems they changed the <br />requirement. Mr. Dixon stated that they have made some minor changes to the <br />landscape plan as requested by Mr. Zergott, of the A.R.B. The roof top units will <br />be hidden by the fascia. He presentecl samples of the materials: cream colored <br />split face block, the fascia systesn which is brown with small bands of red trim, <br />and brick to match the existing and explained that the Architectural Board did <br />approve these materials, but had asked for a list whieh has been submitted. Mr. <br />Orlowski questioned if .the A.R.B approved the red and if it were muted. Mr. <br />Thomas noted that there is so much tan on this. building the small amount of red <br />would not be too bright. Mr. Dixon further pointed out that the cameo had been <br />removed fran the ground sign. Mr. Kikendahl explained to 14rr. Thomas that their <br />1
