<br />CITY OF NORTH OLMSTED <br />PLANNING CONNffSSION <br />MINUTES-FEBRUARY 8, 1994 <br />I. ROLL CALL: <br />Chairman Gorris called the meeting to order at 7:40 p.m. <br />Present: L. Orlowski, K. 0'Rourke, J. Thomas, and B. Gorris <br />Mrs, Alston and Mr. Tallon arrived later. <br />Absent: P. Miller <br />Also Present: Assistant Law Director Dubelko, City Engineer Deichmann, Building <br />Commissioner Conway, and Clerk of Commissions Oring. <br />II. REVIEW AN1ID CORRECTION OF MINUTES : <br />Review of minutes were deferred Lmtil the end of the meeting. <br />III. BUILDING DEPARTMIIVT REQUESTS: <br />1) Oldsmobile of North Olmsted (formerly Halleen Truck Lot), 27871 Lorain Road. <br />Proposal to renovate exterior of building and add exterior lighting. <br />Heard by Architectural Review Board on January 20, 1993 (Referred by Planning <br />Commission January 12, 1993.) <br />Withdrawn by developer for further study of lighting. <br />Mr. Giesser, attorney representing the owner, explained that there are 3 issues <br />to be discussed this evening: the lighting, the signs; and the fence along the <br />east end of the property. They have reached an agreement with the neighbors to <br />add 2 feet to the 6 foot fence on the property line adjacent to the two abutting <br />residential properties on Decker. He had no plans showing the lights but advised <br />that the neighbors had agreed that the light fixtures on their lot across the <br />street would be acceptable. Building Commissioner Conway presented a cut of the <br />fixture. Mr. Giesser explained that they will add a shield to the back of one <br />light to shield it from the residential properties and also agreed to add a <br />second shield if that light proves to be a problem. They are adding 3 new lights, <br />but will be removing the high lighters (these are the lights that are installed <br />in the middle of the poles) from the light poles that are now on the front of the <br />propertye They are proposing signs across the front and on the west elevation of <br />the building. The original plan had arches for displayirg cars in the front but <br />those have been eliminated from the proposal. It was verified that the lights <br />will be 1,000 watts and Mr. Giesser stated that they have talked with the <br />neighbors who had no objection. Mre Thomas questioned the lighting, and Mr. <br />Conway stated that he believed that the lights on back of the Chevrolet lot <br />across the street were 1,000 watts. The poles will be 27 feet high, a 25 foot <br />pole on a 2 foot base. Mr. Giesser advised that since the last meeting the <br />building has been painted and a canopy added. Mr< Orlowski thought that Mr. <br />Tallon had suggested eliminating at least one light, but possibly more along the <br />eastern boundary (the bank of 3 lights)o Mre Giesser advised that they are adding <br />4 lights, but are eliminating the high lighters which were the biggest complaint <br />of the neighbors. The r,iembers were concerned because this is doubling the number <br />of light fixtures and are adding 4,000 watts of lights. Mr. Conway has seen these <br />on the rear of the other lota Mr. Giesser explained that the high lighters are <br />about a 1,000 watts. Mr. Tallon arrived at this time and studied the plans. It <br />was dete= * ned that the lights are on in the winter until about 9:00 p.m.; two <br />lights in the rear will be left on all night for security; that previously there <br />saere 1,800 watts per pole in the front; and that they were adding 5,000 watts <br />1
