r <br />? <br />CITY OF NORTH OLMSTED <br />PLANNING COMIVIISSION <br />MINUTES -MAY 24, 1994 <br />I. ROLL CALL: <br />Chairman Gorris called the meeting to order at 7:30 p.m. <br />Present: D. Alston, P. Miller, L. Orlowski, K. O'Rourke, and B. Gorris <br />Mr. Tallon arrived later. <br />Absent: J. Thomas. ` <br />Also Present: Mayor Boyle, Assistant Law Director Dubelko, City Engineer Deichmann, <br />Building Commissioner Conway and Clerk of Commissions Oring. <br />II. REVIEW AND CORRECTION OF MIlVUTES: <br />The review of the minutes was deferred until later in the meeting. <br />III. BUII,DING DEPARTMENT REQUESTS: <br />1) Best Buy, 5116 to 5152 Grreat Northern Plaza South <br />Proposal to rebuild 5 units of the existing plaza which will exceed the existing rear building line. <br />Referral to the Board of Zoning Appeals requested. <br />Mr. Papandreas, Biskind Development Co., gave a brief history of Plaza South which was <br />completed in 1987 after a various agreements and land swaps. At that time it had three anchor <br />tenants, M. C. Sporting Goods, Marshall's, and Gentry's. The center had a post modern type <br />architectuxe but some modifications and color changes have been made since. Later, Kronheim's <br />was added as a forth anchor. The center has not performed as it was predicted and several smaller <br />stores have recently been vacated and Gentry's, one of the anchors has down sized it operation. <br />Recently, there has been a trend in industry for more national tenants to locate in shopping <br />centers and since they have a more stable business and can withstands various downtrends in the <br />retail industry, this tenant would benefit both the plaza and the other tenants. This proposal should <br />enhance the architectural appearance ofthe center and will also include some site plan changes to <br />the load.ing docks. He presented booklets detailing the plans and explained that Plaza South was <br />approximately 131,000 square feet, on approximately 11 acres of land, and the parking exceeds <br />code requirements. This store will encompass existing 5 units and contains about 31,000 square <br />feet. A storage area behind anchor store "A" (M. C. Sporting Goods) will be converted to storage <br />area for Best Buy. The brown area (shown on plan behind anchor store `B" , Best Buy) is to be <br />added to the existing building. He noted that part of M.C. Sporting Good's Ioading dock was <br />included in the expansion and the total area of the expansion is 9,597 square foot which is <br />included in the 44,162 square feet of the total unit. This configuration will address some of their . <br />concerns over loading. In doing this they have eliminated service areas and 5 loading areas. The <br />loading docks have been combined with one on the north in an existing screened area where they <br />will create a second door. Most of the activity in back of this area will then be limited to that <br />behind Marshall's and Kronheim's and all the way to the north at M.C. Sporting Goods. Possibly <br />some employee parking will be used in the rear. The addition will only extend about a foot <br />beyond the wall that is presently on the Gentry's loading dock. At present they have 718 parking <br />spaces, and are required to have 703; they are now proposing 752 and would be required to <br />have 735, including the 39 spaces shown in the grassy area which they will ask to have
