ROLL CALL: Chairma.n Gorris called the meeting to order at 7:35 p.m. <br />Present: P. Miller, L. Orlowski, R. Tallon, J. Thomas, and B. Gorris <br />- Mrs. O'Rourke and Mrs. Cameron/Alston arrived later. <br />Also Present: Assistant Law Director Dubelko, City Engineer Deichmann, Building Commissioner <br />Conway and Clerk of Commissions Oring. . <br />U. REVIIEW AND CORRECTION OF MINUTES: <br />In the minutes of July 26th, Mr. Orlowski asked that they be amended on page 6, 4lines down <br />after the words square feet add, The efficiency style apartment unit would make senior living <br />more economically available to a lar e?r group of seniors P. Miller moved to accept the Minutes <br />of Ju1y 26, 1994 as amended, seconded by B. Gorris, and unanimously approved. <br />III. BUII,DING DEPARTMENT REQUESTS: <br />Water Tower Square Shopping Center, Located on the former Sherwin William's property <br />(includ.ing back land of Cross Roads Automobile Dealership) on Lorain Road, west of Dover <br />Center Road. Proposal to construct shopping center. <br />Mr. Papandreas, representing the developer, Carnegie Management and Development <br />Corporation; presented the plans for the proposed upscale, neighborhood shopping center which <br />they have attempted to develop within the guidelines of the city and to make it compatible with <br />some of the issues that were addressed with the previous proposal. He presented a booklet <br />describing the project aud explained that initially this was to be a regional shopping center and <br />could have contained up to about 30 tenants, but it has now been down size to a neighborhood <br />shopping center of the smallest size feasible for the site with only 4 or 5 category type retailers, <br />each of whom would specialize in a category which would identify with a specific customer base <br />resulting in low volume type tenants. Mr. Papandreas cl'arified that they could identify two of the <br />retailers at this time, but they are going to attempt to attract other category type retailers for the <br />other units which would not generate that high volume traffic that a variety of tenants would. <br />There_would be no deep discou.nt stores, garden or car service facilities, and no.outdoor storage <br />or display areas, thus presenting an upscale image without visual clutter. The site consists <br />primarily of the 13. acre Shervvin William's property, 2.5 acres of the Cross Roads' property, two <br />small parcels consisting of about one half acre and totaling approximately 16 acres. All land is <br />zoned General Retail and no variances are needed. He referred to page one of the booklet which <br />shows the building elevations as seen from the comer of Mill and Dover Center and explained <br />that the canopies will be 10 feet high to the ceiling and 16 feet to the parapet and there will be a <br />variety of materials between the various double scored masonry u.nits to include some specter <br />glaze and some metal finished panels. There will be 4 entryways flanked on either side by towers <br />for emphasis and signage. The site plan shows 3 access points, and the traffic pattern keeps the <br />traffic away from the store entrances to minimi?e vehicular and pedestrian interface. The <br />landscaping plan shows a ratio of about 1 tree for every 5 cars. The project consists of <br />approximately 174,000 square feet and meets the lot coverage ratio, parking and setback <br />1
