\
CITY OF NORTH OLMSTID
ARCfIITECTURAi, REVIEGd BOARD
MINUTES-MAY 18, 1994
CONFERENCE ROOM--5:30 P.M.
1. ROLL CALL:
Chairman Zergott ca.lled the meeting to order at 5:30 p.m.
Present: T. Gallagher, S. Krieger, Y. Sohn, and B. Zergott.
Also Present: D. Conway and Substitute C1erk of Commissions,Wingenfeld.
II. REVIEW AND CORRECTION OF NIINUTES
Y. Sohn moved to accept the minutes of .April 20, 1994 and April 26, 1994,
seconded by B. Zergott, and unanimously approved.
III. SIGNS:
1) Ice Cream Parlor, 27045-Lorain Road.
Ground sign, changeable copy portion-approved by Board of Zoning Appeals 5/5/94.
Mr. Benik advised that the Board had reviewed the sign informally at the last
meeting and had questioned the lines shown on the rendering which he has since
eliminated. He presented a rendering and explained that the colors will match the
building, but there will be no teal on the si.gn. In •reference to the size of the
cone, he explained that the sign will be 5 by 5 feet and it wi11 be 5 feet to the
top of the cone (which extend over the majority of the sign). He advised that
there might be a problem constructing the cone above the sign so that it is
strong to withstand winds, vandalism, etc. If it cannot be constructed strongly
enough, they will keep the cone at the same level of the balance of the sign. The
lexan sign will be back lit with flourecent tubes which will probably not extend
into the cone. The cone will not have a 3-D effect, but the cone and the letters --
s%-ill extend out slightly. Mr. Benik also asked the Board to review a building
sign with the name written in script at the bottan of the roof, with the size
> conforming to code. He clarifie-d that the sign would be on the roof, not on the
fascia. Building Comnissioner Conway stated that he had not been aware, that this
was going to be presented, however he is not sure that the code will allow this.
He asked if it could be relocated below the roof, Mr. Benik doubted that it could
since there will be an awning. He clarified for 'the mer, ibers that this awning
would be opaque, not backlit. The members suggested that the sign could be
printed right on the awnings. Mr. Sohn believed that it would be better than an
the roof, and Mr. Conway stated tha.t a roof sign could cause problems with
installing the transformer for a roof sign. A resident was concerned that the
sign would not look right if it were lighted and the cone was not. Mr. Gallagher
believed that there would be enough reflected light to show off the cone. Mr.
Benik stated tha.t intially the roof was to be recessed for the H.V.A.C.
equipment, they would like to change that and place the equipment an the ground
behind the menu board to help screen it. . He will fence in the remainder of the
area with a board an board.cedar fenee whieh will be connected to the menu board.
The fence will be painted the same color of the building. Since some landscaping
ha.s to be eliminated in that area, Mr. Conway suggested that he use it in other
places. Also Mr. Benik would like some outdoor seating, with 2 tables and
approximately 8 of the plastic molded.chairs. Mr. Conway advised that there would
be two issues involved, since the tables would be in the 75 foot front setback,
it is a violation of the code to perform a business activity in the front
setback, and further this would raise his parking requirements. 14r. Benik stated.
